The Highway Planning and Design Team at the Department of Public Works is responsible for the planning and design of complex provincial highway projects, from functional design to detailed design. PRIMARY ACCOUNTABILITIES

Your expertise is critical in:

  • providing transportation engineering advice and assistance to Department staff and other government agencies;
  • managing consulting services;
  • identifying system deficiencies;
  • analyzing upgrading options (including leading or coordinating feasibility or cost-benefit studies);
  • addressing route location and corridor (land) preservation for new highways; and
  • preparing and reviewing technical reports (such as Transportation studies and Environmental Assessment or Screening reports).

You will use highway design software (AutoCAD Civil 3D) to develop preliminary concepts and functional designs in accordance with appropriate guidelines and standards, such as the TAC Geometric Design Guide for Canadian Roads, the Nova Scotia Highway Design Guidelines and Provincial Standards.
You represent the Department on committees and various design teams and are frequently involved in stakeholder engagement sessions, including with the general public and other government Departments.
As a key member of the Manager’s Senior Highway Planning and Design team you directly impact the growth of Nova Scotia’s road network. Furthermore, you provide essential support with the mentoring and developing of staff, delegating tasks, and general oversight and coordination of work within the Highway Planning team.

QUALIFICATIONS AND EXPERIENCE

You must have a Bachelor’s degree in Civil Engineering from an accredited engineering institution with a minimum of six (6) years of transportation planning, design and/or construction experience. You must be (or meet the requirements to be) actively registered as a Full Member (P.Eng) with Engineers Nova Scotia (ENS).
Broad expertise in highway planning, design, traffic engineering, transportation and environmental engineering principals, project management, engineering economics and statistics, and construction is required. The ability to use advanced design applications such as AutoCAD Civil 3D is also required. You also have proven experience leading multi-disciplinary teams, demonstrate effective leadership qualities and a willingness to mentor and develop staff.
Travel is a component of this position; as such, you must have a valid driver’s license and ability to travel.
We will assess the above qualifications using one or more of the following tools: written examination, typing test, standardized tests, oral presentations, interview(s), and reference checks.
Working knowledge of the Public Highways Act, Environment Act, Motor Vehicle Act, Provincial Design Standards and Guidelines, and the TAC Geometric Design Guide for Canadian Roads is also an asset. Experience developing and delivering presentations to senior management, stakeholders, and the general public is also an asset.
As the successful candidate you must demonstrate: excellent professional judgement in the appropriate application of transportation engineering, traffic engineering and engineering economics principles; excellent judgement and professionalism in dealing with the general public, senior executives, government officials and other staff; initiative in the pursuit of innovation, leading-edge research and analysis techniques; and initiative in expanding personal level of expertise (and application of that expertise) in the consulting and mentoring role.
