SENIOR HUMAN RESOURCES BUSINESS PARTNER

The Senior Human Resources Business Partner (HRBP) serves as a strategic advisor and trusted partner to departments, delivering comprehensive support across key People & Culture functions. With a strong emphasis on manager/employee relations, union relationships, talent management and organizational effectiveness. This role combines strategic leadership with hands-on support to foster a high-performing, inclusive, and compliant workplace.
As a seasoned generalist, the SR HRBP drives proactive and integrated HR strategies that align with corporate priorities, supports leadership development, and contributes to a culture of continuous improvement.

REQUIREMENTS:

  • Bachelor’s degree in human resources is preferred, other related post-secondary fields may be considered
  • Certified Human Resources Professional (CHRP) designation preferred
  • 7-10 years of progressive HR experience, with a focus on labour relations and talent management/generalist experience
  • Experience working in a unionized environment within municipal government or the broader public sector is required
  • Strong knowledge of employment legislation, collective agreements, and dispute resolution processes
  • Proven ability to partner with leadership to drive organizational change and workforce effectiveness
  • Excellent communication, negotiation, and conflict resolution skills
  • Ability to analyze HR metrics and translate insights into actionable strategies
  • Effective oral and written communication skills that demonstrate an ability to influence, coach and support others
  • Good analytical and problem-solving skills
  • Strong interpersonal skills and ability to work as a part of a team
  • Good time management and organizational skills, including ability to multi-task

Responsibilities

General HR Support & Leadership Partnership

  • Provide day-to-day HR consultation to managers and employees on policies, procedures, and HR best practices
  • Mentor Talent Acquisition Specialists in recruitment, onboarding, and retention strategies to attract and retain high-quality talent
  • Champion employee engagement efforts and promote a positive, respectful, and inclusive workplace culture
  • Collaborate with People & Culture colleagues on key initiatives and cross-functional projects that enhance organizational capacity
  • Provide support and lead as assigned) in specific program areas (i.e. compensation, workplace resolution, benefits administration, and P&C systems)

Talent Management & Organizational Effectiveness

  • Partner with department leaders to design and implement workforce planning, succession strategies, and career development frameworks
  • Lead and enhance performance management processes, including goal setting, feedback mechanisms, and employee development planning
  • Assess training needs and coordinate development programs to strengthen organizational and individual capabilities
  • Advise on change management initiatives to support leadership communication and maintain employee engagement during periods of transition
  • Monitor and analyze workforce trends, using data-driven insights to inform HR strategy and continuous improvement

Labour & Union Relations

  • Serve as a key contributor to the cross-functional bargaining team; support the development, negotiation, and implementation of collective agreements
  • Build and maintain collaborative relationships with union representatives to ensure respectful, solution-focused labour relations
  • Lead communication strategy related to labour negotiations to ensure clarity, transparency, and employee trust
  • Provide expert advice on business strategies, past practices, organizational culture, and corporate policies
  • Oversee the post-bargaining implementation of collective agreements, ensuring smooth rollout and proactive issue resolution
  • Interpret and administer collective agreements, offering guidance on grievance resolution and contract compliance
  • Investigate workplace concerns and disputes, ensuring alignment with employment legislation and organizational policies
  • Support managers through peer coaching and feedback to senior management on effective communication, performance management, conflict resolution, and working collaboratively with unionized employees

Corporate Policy & Compliance

  • Ensure HR practices are aligned with municipal bylaws, provincial employment legislation, and collective agreements
  • Provide expertise on workplace accommodation, return-to-work plans, and occupational health and safety compliance
  • Maintain accurate and confidential HR records, ensuring alignment with reporting and audit requirements and future litigation risks
