PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The PEMEX Deer Park site is co-located with other 3rd party chemical facilities allowing for further integration and optimization of the refinery and its products. JOB KNOWLEDGE, SKILLS & EXPERIENCE

  • 10+ years of progressive HR experience, with at least 5 years in a senior business partner or equivalent role.
  • Experience in private equity-backed organizations, start-ups, and oil and gas industry required.
  • Strong business acumen with the ability to align HR strategies to business outcomes.
  • Proven record in organizational design, change management, and talent strategy in dynamic environments.
  • In-depth knowledge of Texas and federal labor laws, safety regulations, and HR compliance requirements.
  • Exceptional interpersonal and communication skills, with the ability to influence and build relationships at all levels.
  • Ability to manage multiple priorities and thrive in a fast-paced, high-pressure environment.
  • Experience working with SAP, Workday, or equivalent HRIS systems.

JOB PURPOSE

The Senior Human Resources Business Partner (Senior HRBP) is a strategic HR leader responsible for partnering with refinery leadership to drive talent strategy,
workforce planning, and HR initiatives that support operational and business objectives. This role requires experience acquired in private equity-backed organizations, start-up environments, and the oil and gas sector. The Senior HRBP will serve as a trusted advisor to senior leaders, influencing and guiding decisions related to organizational design, leadership development, employee relations, performance and change management. The ideal candidate thrives in fast-paced, high-growth environments, and has a proven record of implementing scalable HR processes that align with business expectations.

ACCOUNTABILITIES & RESPONSIBILITIES:

  • Partner with senior refinery leadership to align HR strategies with business goals and operational priorities.
  • Drive organizational design and workforce planning initiatives to support growth, restructuring, and operational efficiency.
  • Lead talent acquisition, retention, and succession planning strategies tailored to high-demand technical and leadership roles.
  • Coach and advise senior leaders on performance management, workforce planning, and team effectiveness, including the facilitation and calibration of end-of-year performance rankings to ensure fairness, consistency, and alignment with organizational objectives.
  • Advise leaders on performance management, employee relations, and compliance with federal, state, and local labor laws.
  • Implement scalable HR processes suitable for start-up and growth environments while maintaining compliance and operational excellence.
  • Foster a high-performance culture that emphasizes accountability, collaboration, and continuous improvement.
  • Coach and mentor managers to enhance leadership capability, employee engagement, and retention. Ensure compliance with refinery-specific safety, labor relations, and workforce management standards.
  • Coach and advise senior leaders on performance management, workforce planning, and team effectiveness.
  • Partner with Learning & Development and external consultants to create and deploy targeted development programs.
  • Analyze workforce data and organizational metrics to inform strategy and address talent gaps.
  • Guide change management efforts related to organizational design, culture transformation, and leadership transitions.
  • Collaborate with Talent Acquisition to align talent pipelines with future business needs.
  • Ensure HR programs and policies are effectively communicated, understood, and consistently applied.
  • Perform additional responsibilities and projects as assigned to meet business needs and priorities.
