POSITION SUMMARY AND SCOPE OF SERVICE
Reporting to the Senor Human Resources Manager, the Senior Human Resource Consultant (HRC) is responsible and accountable for providing a full range of Human Resource services to the various programs of St.Amant. The Senior HRC is responsible and accountable for the consistent interpretation and application of collective agreements, as well as coordination and administration of human resource best practices, initiatives, and activities within St.Amant.
The Senior HRC is further responsible for the implementation and continuous improvement of human resource practices and initiatives that enhance the efficient and effective delivery of services within St.Amant, while maintaining compliance with applicable legislation and regulations. The Senior HRC is responsible for providing human resource advice, guidance, support, and direction where applicable or appropriate, through effective consultation and engagement.
QUALIFICATIONS
Educational:
- Post-secondary education with a focus on Human Resource Management
- 5 years of relevant experience as a Human Resource Consultant, preferably in a healthcare setting
- Experience in the administration and interpretation of collective agreements (MNU, MGEU, etc.)
- Knowledge of Manitoba Legislation, such as the Labour Relations Act, Manitoba Employment Standards, and Manitoba Human Rights Code
- Related operational work experience including grievance preparation, coaching managers with unionized and non-union employees, and collective agreement/employer policy administration
Professional:
- Proven experience as a Human Resource Consultant or similar role, with a thorough understanding of labour and employment matters, human resource best practices, accommodation principles, and union relations
- Excellent communication and interpersonal skills, with the ability to interact professionally with employees, union representatives, and management at all levels
- Sound judgment and decision-making abilities, with the capacity to analyze complex issues and develop practical solutions
- Ability to maintain confidentiality and handle sensitive information with discretion and integrity
- Strong organizational and time management skills, with the ability to prioritize tasks and manage multiple projects simultaneously
- Proficiency in MS Office Suite (Word, Excel, PowerPoint), and experience with HRIS software
- Proficiency in sound judgement, reasoning and problem-solving skills
- Strong writing and communication skills with excellent attention to detail and accuracy
- Ability to build collaborative relationships at all levels of the organization
- Able to work in a fast-paced environment, while balancing conflicting priorities

- Communication skills– proven ability to communicate effectively with external and internal stakeholders on complex and sensitive human resource matters
- Problem-solving skills – proven ability to identify issues, analyze root causes, and develop practical solutions to complex challenges. Adaptable and flexible to address changing business needs and requirements

- Compliance with confidentiality and data protection regulations/policies is paramount.

Duties and Responsibilities
Duties include:
- Provides subject matter expertise in the full range of current and relevant human resource matters
- Provides consultation, advice, and assistance in the interpretation and administration of various collective agreements, employer policies, and other relevant legislation
- Collaborates with key partners to research and identify issues in preparation for collective bargaining
- Investigates and makes recommendations on Respectful Workplace, Service Delivery matters and workplace violations
- Provides consultation and advice to managers on performance and attendance management, including progressive discipline
- Provides mediation and conflict resolution guidance
- Works collaboratively within a team of human resource consultants as a senior resource providing mentorship to the team
- Works collaboratively with our unions to manage grievances and resolve areas of concern
- Leads continuous improvement projects related to human resource policies and procedures
- Participates in the development and tracking of key performance indicators
- Provides backup coverage to the Senior Manager, HRS
