Organizational Setting and Reporting Relationship The position of Senior Human Resource Assistant is assigned in the Culture and Talent Division (BPCT) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines. You will report to the designated International Staff and/or Officer. Your Role As a Senior Human Resource Assistant, you will provide technical and coordination support for multiple learning and development programs within BPCT. You will assist the Learning and Development (L&D) teams in preparing and monitoring the Staff Development Budget and provide support in the management of short-term assignments (STAs). You will: Produce analysis and reports required for the implementation and review of programs in BPCT priority areas of work. Collect and compile relevant data to producing routine and ad hoc statistics/reports. Prepare presentation materials as needed. Help translate data into written reports, tables, graphs, and charts. Support the management and submission of the Staff Development Budget. Support and coordinate communication activities such as submission of OneADB Today blurbs, calendar entries, short-term assignment (STA) postings, and updating Division’s intranet site within area of responsibility. Support the coordination and organization of events, webinars, workshops, and other activities related to learning and development. Support contract administration by updating Consultant Management System (CMS) and coordinate with Procurement, Portfolio and Financial Management Department (PPFD) and external consultants. Ensure efficient client service by interacting with staff or external contacts to clarify policies and determine if any concerns raised would need to be elevated for review and decision. Provide logistical support, including arranging mission schedules, obtaining visas, scheduling flights, booking hotel accommodations, preparing travel documents and drafting itineraries. Perform coordination functions to support the Division, including arrangement of Division meetings and activities; monitoring accuracy and flow of documents and correspondences within the Division; ensuring effective coordination with other Departments/Offices; and coordination of the office layout for the Division and room assignment for BPCT staff, contractors and consultants. Perform other duties that may be assigned and reflected in your workplan. You will need: Bachelor’s degree, preferably in Human Resources, Business Administration, Psychology, or related fields. At least 5 years of relevant professional experience. Working knowledge of HR policies, procedures, and/or processes will be an advantage. Experience managing budgets would be an advantage. Experience drafting communications would be an advantage. Analytical and problem-solving abilities to troubleshoot and resolve issues. Ability to set priorities and deliver within a set timeframe. Experience in initiating improvements and changes to enhance existing processes and workflows. Ability to liaise and work effectively with staff within own work location, with teams, and throughout ADB. Good oral and written communication skills in English. This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
