Purpose of Job: The Senior Human Resources Manager provides strategic leadership and oversight in Recruiting and Staffing, FMLA/ADA/Leaves administration, Employee Benefits, Workers’ Compensation, and HRIS. This role ensures HR programs are efficient, compliant, and aligned with GOAL’s values and goals while collaborating with regional teams and HR leadership to support the employee lifecycle and organizational effectiveness Reporting & Team Structure Supervises: Recruiting, Staffing, FMLA/ADA/Leaves, Employee Benefits, and HRIS. The Senior Human Resources Manager supervises the Senior HR Specialist Recruiting & Staffing, HR Generalist II Recruiting & Staffing, HR Specialist Leaves, and HR Generalist I Employee Benefits. Essential Duties & Responsibilities Lead and manage the development, implementation, and continuous improvement of HR programs related to recruiting, staffing, and onboarding to ensure alignment with GOAL Academy’s strategic goals and talent needs. Oversee administration of FMLA, ADA accommodations, and other leave programs, ensuring compliance with federal and state regulations and consistent application of policies. Manage employee benefits programs, including health, wellness, retirement, and ancillary benefits; serve as a liaison with benefit providers and ensure timely communication and education for employees. Provide oversight and strategic direction for HRIS systems, ensuring data integrity, system optimization, and effective reporting to support decision-making and compliance. Collaborate with regional and departmental leaders to identify workforce needs, develop staffing strategies, and support organizational planning. Monitor and analyze HR metrics related to recruitment, retention, leave usage, and benefits participation to inform policy and program improvements. Serve as a subject-matter expert and resource for HR staff and leadership in assigned functional areas, providing guidance, training, and support. Ensure all HR practices within assigned areas are legally compliant, equitable, and aligned with GOAL Academy’s values and culture. Partner with other HR leaders to support cross-functional initiatives and contribute to a cohesive and high-performing HR team. Supervise and develop HR team members working within the assigned functional areas, fostering professional growth and accountability. Knowledge, Skills, and Abilities Demonstrated expertise and deep understanding of HR functional areas including talent acquisition, benefits, leave administration, and HRIS systems. Proven ability to analyze data and metrics to inform decision-making and improve HR processes. Strong interpersonal and communication skills, with the ability to build relationships across departments and levels of the organization. Proficiency in HRIS platforms and Microsoft Office Suite; experience with data reporting and system optimization. Education and Experience: 7+ years of progressive HR experience, with at least 4 years in a supervisory role leading a team in the following HR areas: recruiting, benefits administration, and leave management. Bachelor’s degree in Human Resources preferred. SHRM-SCP, SPHR preferred. Demonstrated experience in developing and implementing HR programs and systems that support organizational goals and compliance. Strong knowledge of federal and state employment laws, particularly those related to Recruitment, FMLA, ADA, and benefits administration. Experience working in education, nonprofit, or public sector environments preferred.
