Description

Under the direction of the Manager of Human Resources, the Senior Human Resources Consultant is responsible for coordination of HR system requirements, HR operational business planning requirements, as well as overall HR training records management and communication requirement for the Department. The Senior Human Resources Consultant guides and manages the provision of overall Human Resources services, policies, and programs, for assigned Water and Waste Divisions.
As a member of the Division’s supervisory team, the position is responsible for the HR operations and business plan, and for delivery of related HR services. Responsibility areas include the development of systems and processes to enable timely and effective response and delivery of priority services such as but not limited to timekeeping/payroll, training administration, training on any PeopleSoft enhancements to ensure that business and operations needs are identified and incorporated. Ensures through review and analysis that all human resources information relevant to an issue is analyzed, and makes recommendations and assesses risks associated with operations strategies; provides expertise, and innovative solutions to human resource/business planning requirements and issues. The position also services assigned divisions in relation to staffing, labour relations, training, and HR standards and protocols.

As the Senior Human Resources Consultant, you will:

  • Participate and support the development of the Human Resources business plan within the Water and Waste Department.
  • Manage the payroll process, staff and departmental PeopleSoft system requirements, as well as departmental system security roles and the Employee Identification and Access Card system.
  • Develop, implement, maintain, and evaluate departmental human resources systems, procedures and programs.
  • Coordinate and provide resources and support to Divisional Managers, Supervisors and staff in the area of Labour Relations, including grievance and disciplinary hearings, arbitration and contemporary human resources management issues.
  • Manage the planning and delivery of staffing, selection, promotion, placement, for the assigned portfolio.
  • Coordinate and provide resources and support to the assigned portfolio and staff in the area of Compensation and Classification review; including support, advice, and guidance on preparation of job descriptions, submitting job reviews, and reorganizations.
  • Responsible for the supervision of junior staff.
  • Promote continuous education and development of staff by planning and developing departmental training/education plans.
  • Undertake special projects, and participate in Departmental and Corporate Human Resources committees.
  • Assist in the preparation of yearly budget estimates for the Human Resources Division.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Bachelor’s Degree in a related field; Human Resource Certificate is preferred; or an equivalent combination of education and experience.
  • CPHR designation is preferred.
  • A minimum four years’ experience in the human resource field in a directly related position.
  • Extensive knowledge and senior administrative experience in the management of Human Resources systems and processes in a diverse environment.
  • Ability to work cooperatively and effectively as a key member of the division’s supervisory team and departmental Management team.
  • Demonstrated thorough knowledge of and ability to administer complex Collective Agreements, Human Rights Legislation, Human Resource statutes, and HR benefits & policies.
  • Demonstrated thorough knowledge of recruitment, classification, grievances, discipline, return to work and attendance management processes.
  • Demonstrated thorough knowledge of divisional payroll requirements, position management, benchmarking and FTE analysis.
  • Considerable knowledge of business process development & performance measurement including project management and problem solving skills.
  • Demonstrated ability to consult, mediate, negotiate, and work, with a variety of teams/groups, i.e. Senior Management, Unions/Associations.
  • Demonstrated leadership abilities with proven knowledge of administrative practices, skills and concepts, and experience in developing a creative, team-based, work environment.
  • Demonstrated ability to communicate effectively, both orally and in writing, with a variety of internal and external stakeholders.
  • Demonstrated problem solving and conflict resolution skills with the ability to maintain composure while dealing with challenging customers, clients, and employees in an effort to address workplace issues.
  • Demonstrated ability to plan, strategize, organize and investigate Labour Relations (grievance, discipline and negotiation) issues.
  • Demonstrated ability in the development of HR related procedures through the application of effective research & sound/thorough analysis.
  • Demonstrated knowledge of HR information technology systems and procedures.
  • Proficiency using Microsoft Office Products and ability to learn new technology as required.
