SUPERVISION RECEIVED: Works under the administrative direction of the Senior ETSS Leadership with considerable latitude for the exercise of initiative and independent judgement. Work is subject to review through consultations and written reports for satisfactory performance and conformance to established policies, procedures, rules and regulations. SUPERVISION EXERCISED: Plans, coordinates, supervises, and reviews the work of a professional and technical staff. ILLUSTRATIVE EXAMPLES OF WORK PERFORMED: Within the Department of Administration (DOA), Division of Enterprise Technology Strategy and Services (ETSS), to assist in identifying emerging technologies, management and oversight of technology deployments, maintenance and support operations of technology portfolios; which may include contract, finance, security or other supporting strategic initiatives; to be responsible for the enforcement and rollout of centralized policies and procedures within ETSS; to assist the Senior Information Technology Portfolio / Project Manager II in collaborating with agency leadership and department teams to drive the conceptualization, transformation, delivery and technical realization of the multiple technology solutions creating efficient and innovative platforms for internal and external customers. To lead ETSS resources in developing short- and long-term ETSS goals for departments and agencies. To lead and assist in the planning, design, configuration and deployment of infrastructure, applications and business systems in support of organizational functions and processes. To work with ETSS resources and Senior Information Technology Portfolio/Project Manager II to identify opportunities for digital innovation. To work with ETSS resources on the development life cycle for enterprise and departmental technologies. To provide supervision to ETSS resources on the development and maintenance of a statewide informational system and database, assuring the compatibility, appropriateness, and cost-effectiveness of information technology on a statewide basis. To provide supervision and direction to other state entities regarding the development, modification or maintenance of information technology and the acquisition of information technology software and hardware. To provide consultant and technical assistance to the enterprise and ETSS resources on information technology systems standards and design and the establishment of specifications for hardware and software products. To work with Senior Information Technology Portfolio/Project Manager II and ETSS resources to develop capital budgets for information technology both at the enterprise level and department level. To assist the Senior Information Technology Portfolio/Project Manager II in the professional development of ETSS staff along with the development of long term and short strategic staffing plan to include a succession plan. To work with the vendor management office to develop a vendor review process with strategic vendors to ensure compliance with Vendor Management Office (VMO) processes. To work with the Project Management Office (PMO) to ensure state projects are following PMO practices. To lead the development of metrics on projects and service levels. To operationalize and embed analytics for reporting, decision-making and information sharing. To strategize and execute succession planning and building teams of the future. To provide coaching and mentoring to ETSS resources and assist in identifying career paths and strategizing on hiring right for the future of technology needs. To plan and deliver to long term ETSS roadmap. To manage operations across all ETSS functions To do related work as required. REQUIRED QUALIFICATIONS FOR APPOINTMENT: KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the principles, practices, and procedures involved in the operation of information technology management systems as described above; the ability to apply such knowledge in the overall planning, organization, direction, coordination, and administration of associated management and support functions. An in-depth knowledge of the organization and functions of government including the ability to establish and maintain effective work relations with all state officials; the ability to supervise the operation of a central information management system; the ability to communicate complex ideas in writing and orally; the ability to plan, supervise, direct, and review the work of a professional, technical and clerical staff; and related capacities and abilities. EDUCATION AND EXPERIENCE: Education: Graduation from a college of recognized standing with a bachelor’s degree in Computer Science, Information Management Systems, or a closely related field such as Business Management or Public Administration supplemented by completion of specialized information technology and research training courses; and Experience: Considerable employment in a responsible senior managerial or technical position in a large agency responsible for a major information technology support operation; extensive experience in writing technical, procedures, and policy documents; experience in enterprise applications and/or departmental applications. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
