Description The Senior Instructional Designer (ID) serves as key personnel and provides expert instructional design support through the application of adult learning theories and best practices. This role is responsible for analyzing training needs, designing and developing instructional materials, and supporting delivery and evaluation of training programs in alignment with Department of Defense (DoD) and agency requirements. The Senior ID will lead course development initiatives and provide advisory support throughout the contract period of performance. Key Responsibilities Position Description: Collaborate with subject matter experts (SMEs) to identify target audience training needs, define instructional goals, and develop effective learning content. Communicate clearly and professionally in both oral and written form to coordinate instructional activities. Design and implement assessment tools (e.g., tests, quizzes, evaluations) to measure learning effectiveness and outcomes. Apply knowledge of Department of Defense (DoD) environments to recommend relevant exercises and activities that enhance learning and retention. Design and develop supporting instructional media, including audio, video, simulations, role plays, and games. Establish, communicate, and execute a comprehensive review plan for all agency training activities. Identify gaps between current industry training standards and existing agency training offerings; recommend improvements to close gaps and strengthen the training program. Design and develop new eLearning and web-based courses aligned with agency needs using industry best practices for analysis and evaluation. Utilize eLearning software to create online and virtual training compatible with the agency Learning Management System (LMS), Cornerstone. Recommend updates to agency training plans, including standardized methods for training delivery, evaluation, and performance measurement. Support course and training program deployment, including LMS integration and training for instructors or facilitators. Provide customer support for the Cornerstone LMS via phone, Microsoft Teams, and email. Design, develop, and maintain standardized and custom LMS reports, including recurring reports and automated notifications to support LMS program managers and course managers. Provide advisory support and lessons learned throughout the contract period of performance. Create and maintain an electronic knowledge library, including points of contact and course information, to ensure mission continuity and stakeholder access. Technical Skills In-depth knowledge and practical application of the ADDIE instructional design model. Ability to perform basic HTML programming. Proficiency in designing visual instructional graphics, multimedia content, and instructional materials. Experience writing instructional text, audio scripts, and video scripts. Requirements Required Qualifications Education Master of Arts (MA) degree in Instructional Design, Educational Technology, or a closely related field. Experience Minimum of five (5) years of professional experience utilizing eLearning development tools such as Articulate Storyline, Adobe Captivate, or similar platforms. Minimum of ten (10) years of experience working within an academic environment, preferably in a teaching and/or instructional design capacity. Demonstrated mastery of course development, instructional design methodologies, and application of industry trends and best practices in learning technologies. Technical Skills In-depth knowledge and practical application of the ADDIE instructional design model. Ability to perform basic HTML programming. Proficiency in designing visual instructional graphics, multimedia content, and instructional materials. Experience writing instructional text, audio scripts, and video scripts. Preferred Qualifications: Experience supporting DoD or federal agency training programs Experience with Cornerstone LMS administration and reporting.
