Company Description Within the framework of a large‑scale digital transformation, a public‑sector organisation is strengthening its IT governance and operational capabilities to ensure the reliability, performance and sustainability of its digital services. The IT environment is characterised by: Increasing system and application complexity A multi‑supplier ecosystem High expectations regarding availability, security and service quality A need to further structure IT operations, processes and governance The progressive implementation of a digital transformation roadmap The digital transformation is governed by a senior executive acting as Digital Transformation Program Director, responsible for defining the digital strategy and structuring transformation programmes. To support this ambition, the organisation is seeking an experienced IT Manager capable of combining operational leadership with transformation execution. Job Description The IT Manager reports to the Digital Transformation Program Director and is a member of the management committee. The role combines: End‑to‑end responsibility for IT operations (RUN) Execution of digital transformation initiatives Leadership of internal teams Governance of external service providers Strong collaboration with business and support departments The IT Manager ensures that the IT environment is stable, secure and performant, while progressively evolving the organisation towards its target operating model. Key Responsibilities IT Operations (RUN) Ensure availability, stability and performance of IT systems Structure and monitor operational activities Define and track operational KPIs and risk indicators Guarantee continuity of service Incident & Crisis Management Lead and coordinate teams during major incidents Communicate clearly with management and stakeholders Drive root‑cause analysis and corrective actions Leadership & Organisation Manage and structure internal IT teams (infrastructure, applications, support) Set priorities, delegate effectively and foster accountability Professionalise ways of working and internal processes Multi‑Vendor Management Govern external service providers and partners Monitor and enforce SLAs and service quality Clarify responsibilities and arbitrate disputes Ensure alignment between suppliers and internal objectives IT Governance & Alignment Contribute to the Target Operating Model (TOM) Support IT architecture, CMDB and service catalogue initiatives Participate in technology and governance decisions Provide clear visibility on IT health to management Projects & Transformation Translate digital strategy into executable IT initiatives Ensure coherence between transformation projects and RUN Organise planning, execution and transition to operations Public Procurement & Collaboration Contribute to IT public tenders and technical specifications Participate in evaluation of offers and supplier selection Collaborate closely with Finance, Procurement, Legal, Data and business teams Engage frequently with business stakeholders Qualifications 8–10+ years of experience in IT Strong background in critical IT operations (RUN) Proven experience managing major incidents and crises Experience in multi‑supplier environments Prior exposure to public‑sector or regulated environments is a strong asset Skills Structured leadership and strong communication skills Decision‑making ability and stress resistance Solid understanding of: Hybrid infrastructures Integration and security IT governance frameworks (ITIL, COBIT, ISO 27001) Project and delivery methodologies (Agile, Prince2) Languages Proficiency in French or Dutch Good technical command of English Additional Information For non‑EU candidates Must hold a valid work permit for Belgium Must have a residence permit confirming right of residence
