Context
Under the overall supervision of the Deputy Regional Director for Operations at the Region Office for the Latin America and the Caribbean, the direct supervision of the Regional Project Development Officer and in close coordination with the Innovation and Knowledge Management Unit in Headquarters (HQ), the Senior Knowledge Management Associate will support the coordination of the knowledge management aspects of IOM activities, programs and projects in the region and assist in their relevant and effective implementation. Additionally, the incumbent will support the Regional Project Development Unit (RPDU), which provides technical guidance on project development and on institutional processes with guidance from the Institutional Performance Division, and Knowledge Management and Innovation Division.
This position will support the strengthening of IOM’s capacities on knowledge management at the regional level, participate in the creation and refinement of knowledge retention and exchange mechanisms, and manage the Regional Knowledge Hub on Migration (KMHub).

QUALIFICATIONS

Education

  • Bachelor’s degree in Political or Social Sciences, Communication Studies, Political Science, International Relations, Law, or related fields from an accredited academic institution with four years of relevant professional experience; or,
  • High School diploma with six years of relevant experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database .

Experience

  • Experience in the field of information management, including operational and field experience, with project management, knowledge management and other relevant technical experience;
  • Demonstrated expertise in information and knowledge management supporting users;
  • Experience in liaising with governmental authorities, other national/international institutions, private sector and NGOs; and,
  • Work experience in the Region is an asset.

Skills

  • Proficiency in data and information management (e.g. Microsoft Excel, PowerBI, Powerpivot) for data analysis and reporting along with understanding of organizational information systems (e.g. PRIMA, Internal dashboards);
  • Proficient in utilizing social collaboration platforms to facilitate effective communication and collaboration initiatives;
  • Take responsibility for action and manage constructive criticisms;

Languages

  • For this position, fluency in English and Spanish is required (oral and written).

Responsibilities

Support the RPDO in coordinating and strengthening ongoing Knowledge Management processes at the Regional Office (RO) and Country Office (CO).

- Contribute to the promotion of engagement in Knowledge Management platforms, tools and practices across the region to foster collaboration and knowledge sharing.
- Organize and maintain knowledge repositories, facilitating accessibility and user-friendliness, (e.g. SharePoint, webinars, KM Hub) to enable Regional Office and Country office staff to fully utilize the knowledge available in the region.
- Support Regional Thematic Specialists (RTS) in developing and implementing dissemination frameworks, using knowledge management dissemination practices and techniques of knowledge transfer including but not limited to communities of practice, fishbowl, knowledge café, storytelling, peer-assist, cross training, face-to-face, online meetings, after-action reviews, and lessons learned workshops.
- Support the implementation of the HQ Knowledge Management strategy for the part related to the Regional Office and Country office implementation in coordination with the Knowledge Management Unit at Head Quarters.
- In coordination with the Regional Information and Communication Technology (ICT) team and other relevant units, coordinate efforts to strengthen the staff capacity to use the document management systems.
- Assist in the development of guidance materials and job aids to help staff effectively contribute to KM systems. Track usage and effectiveness and impact of KM tools, initiatives.
- Participate in KM cross-regional and global efforts, in coordination with IOM regional offices and the Innovation and Knowledge Management Unit at Head Quarters.
- Support the development of internal reports, presentations, talking points, speeches, statements and briefings as relevant. Support the RPDO in the process of the global appeal to verify that all data are collected and timely shared for the launch. Measure and report against organizational performance indicators to improve organizational performance.
