JOB SUMMARY

Under supervision of the Law Office Manager and the general direction of a Solicitor, this position is responsible for specialized legal proceedings as they relate to land development and ICS land title system and tax enforcement proceedings for the City of Saskatoon as well as a variety of other matters including utility easements, encroachments and lane closings.

QUALIFICATIONS

  • Grade 12 education.
  • Graduation from a recognized paralegal program plus seven years related experience in a municipal law office, including extensive experience using the ISC system

OR

  • Graduation from a recognized legal secretarial program of a recognized business college plus nine years related experience in a municipal law office, including extensive experience using the ISC system, at least three years’ experience must have been as a Legal Assistant.
  • Thorough knowledge of tax enforcement procedures including relevant statues and regulations and methods of legal service.
  • Thorough knowledge of the legal proceedings regarding land development including subdivisions, easements, encroachments, street closing and land use bylaws.
  • Considerable understanding of the basic process of surveys and registration of plans in ISC.
  • Ability to work independently and to establish good working relationships with a wide variety of people both inside and outside the organization.
  • Ability to deal tactfully and efficiently with the public in all matters.
  • Ability to organize and prioritize tasks and to work to tight time deadlines.
  • Ability to communicate effectively orally and in writing.

Weekly Hours: 36.67
Salary Range: $70,597.68 to $77,833.92 CAD per annum (2025 rates)

Responsibilities
  • Performs specialized legal proceedings in the area of land development and the ISC land title system. Instructing surveyors on plans of subdivisions, work with ISC staff to resolve registration problems, drafting utility easement agreements, obtaining consents for registration, researching existing encumbrances against titles and preparing and registering appropriate documents for discharge, attending to Transform processing and registering encroachment agreements and other necessary encumbrances.
  • Performs specialized legal proceedings pursuant to The Tax Enforcement Act as directed by City Council. Prepares six months’ notice requirements including drafting and service of all legal documents, carrying out all applications to the Provincial Mediation Board, carrying out final notice, taking title to property, attending to writs, estate matters, bankruptcy matters and the Public Trustee and advising on the disposal of tax title property, all in accordance with the Act.
  • Performs specialized legal proceedings regarding street closings. Drafting bylaw for Council, working with surveyors to ensure plan accuracy, collection of fees, disbursements and purchase price and final registry. Responsible for all technical specifications for all development plan and zoning bylaws.
  • Responsible for all legal proceedings under The Local Improvements Act.
  • Assembles and checks all technical specifications for all zoning and development plan bylaws.
  • Performs a variety of legal and historical research, including major land projects.
  • Carries out special projects as assigned.
  • Performs other related duties as assigned.
