SKILLS AND EXPERIENCE

You must be able to demonstrate significant skills and experience with a strong foundation of learning and development knowledge and practical skills. It is essential that you have experience in:

  • Experience of working with digital and technology teams, from any type of organisation, including demonstrable familiarity with digital learning environments
  • Understanding and applying various learning styles, models, evaluation methodologies, and learning strategies.
  • Excellent written and verbal communication skills, with the proven ability to produce clear and concise briefings, reports, and presentations for a variety of audiences.
  • A meticulous approach to data, detail, and financial information with a highly organised approach to planning and delivering objectives across multiple projects and to tight deadlines.
  • Strong IT literacy and confidence in using standard Microsoft Office applications, alongside the ability to quickly adapt to new systems and technologies.
  • Proven ability to build strong working relationships to champion a learning culture, deliver exceptional customer service, and proactively resolve queries.

It is desirable that you :

  • Hold CIPD qualification in Learning and Development (or a willingness to work towards)
Responsibilities

ABOUT THE ROLE

As a Senior Learning and Development Manager you will work within DDaT Business Operations, which is a cross-cutting function that supports DDaT and DBT corporate services to enable teams to effectively deliver on crucial public facing projects. The Business Operations team is integral to building the capability of DDaT staff and also supports delivery teams in other ways including providing governance, assurance, finance, commercial, recruitment, and project delivery best practice.

About you
You will be responsible for leading learning and development within Digital, Data and Technology Directorate (DDaT), ensuring that all staff are able to continuously improve in their role. You will work not only across DDaT and DBT, including with Senior Management, but across wider government participating in cross government working groups to share best practice and advocate for DBT. You will be supporting colleagues at all levels within DDaT and continually look for opportunities to improve current ways of working.

MAIN RESPONSIBILITIES

The role is responsible for leading DBT DDaT’s learning and development ambitions to offer the best learning opportunities for all and to build a culture of learning.

  • Leading complex procurement projects to secure suitable learning platforms and solutions, collaborating effectively with procurement colleagues and cyber security specialists.
  • Designing and implementing robust systems and processes for the effective delivery of learning solutions, including tracking approvals and ensuring the proper management of the learning budget.
  • Mapping and engaging with a diverse range of senior stakeholders, including DDaT Heads of Profession, team leaders, and colleagues across central government.
  • Drawing upon your direct experience of working within a digital learning environment and with various learning systems and platforms. Our current suite includes SharePoint for knowledge management, Quicksight for data visualisation, Valamis as our Learning Management System (LMS), and Articulate for creating e-learning content. Experience with other similar platforms is highly valued.
  • Conducting thorough learning needs analyses specifically for our digital and data teams to develop comprehensive and relevant learning solutions.
  • Providing expert consultancy and guidance to DDaT colleagues on all aspects of learning and development, addressing general learning enquiries effectively.
  • Evaluating the impact and effectiveness of learning interventions to ensure they are fit for purpose and contribute to building capability within the DDaT function.
  • Accurately managing and maintaining DDaT information dashboards, providing a clear overview of all learning and development activity across DDaT, and delivering regular updates to the Senior Management Team.
