Working Location: Black Point Power Station, Lung Kwu Tan, Tuen Mun Employment Duration: 2-year contract Job Overview The role reports to the Principal Manager – CSCM (Generation) of Business Partnering team, leading and oversee the day to day develop of Procurement and Category Strategies to achieve organizational goals. This Hong Kong-based position bridges internal stakeholder needs, supplier management, and procurement innovation. As a Change Champion, you will drive strategic changes, foster a collaborative team environment, and guide the team towards impactful, innovative procurement solutions. Key Responsibilities Lead, manage, and mentor Managers and Assistant Managers in the Business Partnering Team. Support the Principal Manager in driving the execution of procurement strategies, ensure alignment with business needs, and foster supplier relationships to deliver optimal outcomes. Act as a key liaison to ensure seamless collaboration within CSCM and with other business units. Support the development of CSCM Procurement Business Strategies and Plans, ensuring alignment with business needs, corporate strategy, and organizational objectives. Act as a business partner, working closely with stakeholders to understand requirements and develop procurement strategies that support category-specific goals and overall business objectives. Collaborate with CSCM procurement teams to execute sourcing strategies, ensuring effective planning, negotiation, and delivery to achieve optimal outcomes. Assist in creating Supplier Negotiation Plans, identifying key levers and targets, and supporting the Sourcing Team in achieving favourable results for CLPP. Manage supplier escalations and contract issues, ensuring alignment with procurement objectives for seamless execution and sustainable success. Contribute to Supplier Relationship Management (SRM) by supporting initiatives that enhance supplier performance, foster collaboration, and deliver long-term value through innovative solutions. Monitor supplier performance against KPIs, ensuring adherence to quality, cost, and delivery standards. Act as a deputy in managing team escalations, providing guidance to Managers and Assistant Managers to ensure efficient resolution of challenges. Drive continuous improvement initiatives, fostering innovation and operational excellence in procurement processes. Monitor, measure, and manage supplier performance against established KPIs, ensuring quality, cost, and delivery expectations are met. Identify, assess, and mitigate supply chain risks while embedding sustainability and responsible procurement across the supplier lifecycle, in alignment with Group standards and guidance. Competencies & Skills Category Strategy Development: Drive category strategies by leveraging market drivers, trends, and synergies to align with organizational goals. Procurement Strategy: Design and refine procurement strategies to maximize value and meet business needs through effective supplier assessments and tender recommendations. Category-Specific Market Insight:Analyse category-specific market dynamics to provide actionable insights that shape strategies and support organizational objectives. Strategic Thinking: Translate high-level strategies into actionable, long-term plans, considering both internal and external trends, balancing risks with benefits, and ensuring decisions align with organizational vision while providing clear rationale for team direction and progress. Team Collaboration & Facilitation: Effectively harness the team's energy and expertise to achieve common goals, build support and enthusiasm, foster an approachable persona as the "Go-To" person for procurement issues, and facilitate resolution by finding common ground among differing viewpoints. Stakeholder Communication: Use multiple communication channels to engage stakeholders, simplify complex messages, create clear content, and deliver impactful presentations, ensuring alignment and achieving mutually beneficial outcomes. Problem-Solving: Demonstrates proficiency in Leverages data-driven insights and problem-solving techniques to support effective decision-making. Interpersonal Skills: Communicate effectively and persuasively, fostering collaboration and alignment within and across teams. Education & Qualifications: Degree: University/Master/MBA in Business, Procurement & Supply Chain Management (PSCM), Commerce, Engineering, or related fields. Experience: Minimum 10 years in procurement strategy and category management roles, with deep PSCM expertise. Candidates with less experience may be considered for more junior roles. Professional Certificate: Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM or equivalent) would be advantageous. Language: Fluency in English is required; fluency in Cantonese and/or Mandarin is a distinct advantage for working with a diverse set of stakeholders.
