Working Location: Hung Hom, Kowloon Employment Duration: Permanent The Commercial & Supply Chain Management (CSCM) function under CLP Power Hong Kong Limited oversees the operating company’s circa HKD 20 billion annual expenditure with 1,200 suppliers across 50 categories of spend. CSCM is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders. We are looking for a high caliber and experienced procurement professional to join our team. Job Overview The role reports to the Associate Director – Commercial & Supply Chain (Sourcing & Purchasing) and leads the CSCM Purchasing/MDM Team, implement procurement and category strategies in daily P2P process MDM Management and to meet organizational goals. This Hong Kong-based position bridges internal stakeholder needs, supplier management, and procurement innovation. Key Responsibilities Lead, manage, and mentor the sourcing team to ensure the efficient execution of Procure-to-Pay (P2P) processes, oversee Master Data Management (MDM) and catalogue management, and foster collaboration, open communication, and alignment within CSCM and across CLPP. Support the development of procurement (sourcing) strategies for low/medium risk and value in line with Category Business Plans through collaboration with Business Partnering and internal stakeholders. Having strategic mindset to lead the team and collaborate across different functional teams. Lead and optimize the supplier onboarding and qualification process, enabling seamless integration into procurement operations. Execute Master Data Management in Oracle, ensuring data consistency and integration to support CSCM team on procurement strategic decision-making. Foster collaboration with suppliers, addressing operational challenges and continuously improving procurement efficiency while cultivating strong, mutually beneficial relationships with suppliers. Guide daily purchase order (PO) operations and management, fostering continuous improvement to ensure efficient, accurate processing that aligns with both tactical needs and long-term procurement objectives. Direct management of procurement catalogues in Oracle, lead regularly updates and support strategic sourcing activities. Steer the execution of supply plans within Oracle, guiding replenishment and spot-buy activities to align with broader procurement strategies, optimizing resource utilization, and empower the team meets both operational and strategic business needs. Oversee contract setup within Oracle, aligning contract management with organizational objectives to drive compliance and operational efficiency. Lead expedited purchase requests management, demonstrating agility in addressing urgent needs while maintaining high service standards and operational efficiency. Manage Procurement Card (P-card) operations, directing policy adherence and optimizing transactions to balance financial control with operational efficiency. Embed sustainability and responsible procurement across the supplier lifecycle, in alignment with Group standards and guidance. Provide support to suppliers, buyers and users relating to CSCM Procure to Pay process. Promote improvement initiatives and promote innovative approach to improve efficiency. Professional Certificate: Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM or equivalent) would be advantageous. Language: Fluency in English is required; fluency in Cantonese and/or Mandarin is a distinct advantage for working with a diverse set of stakeholders.
