Working Location: Hung Hom, Kowloon Employment Duration: Permanent The role reports to the Principal Manager – CSCM (Transmission & Distribution) of Business Partnering team, leading and oversee the day to day develop of Procurement and Category Strategies to achieve organizational goals. This Hong Kong-based position bridges internal stakeholder needs, supplier management, and procurement innovation. As a Change Champion, you will drive strategic changes, foster a collaborative team environment, and guide the team towards impactful, innovative procurement solutions. Transmission & Distribution category covers a range of critical categories including substation plant equipment, power cables & overhead lines, electric meters and related engineering services such as installation, refurbishment etc. Key Responsibilities This Senior Manager role is critical in leading Business Partner team by driving value creation through strategic engagement across Power System Business Group and Generation Business Group. Key responsibilities include leading China sourcing, driving capex efficiency, developing and executing best-fit category strategies for high-value projects, identifying and developing new suppliers, managing supplier relationships etc. This position will also support the Principal Manager in driving the execution of procurement strategies, ensure alignment with business needs, and foster supplier relationships to deliver optimal outcomes. Act as a key liaison to ensure seamless collaboration within CSCM and with other business units. Strategic Category Management – Provide category-specific subject matter expertise, develop and implement long-term category strategies to maximize value and benefits delivered to the business Business Partnering – Act as a business partner, work closely with internal stakeholders to understand requirements and develop procurement strategies that support category-specific and organizational business objectives Lead Procurement Process – Lead major project tender including procurement strategy identification and finalization. Ccollaborate with CSCM procurement teams to execute sourcing strategies, ensuring effective planning, negotiation, and delivery to achieve optimal outcomes Strategic Sourcing (including China sourcing) – Lead planning and execution of China sourcing strategies and market engagement, including new supplier exploration, factory visit, identify business opportunities, make data driven decision, and its long-term strategies Demand Management –Lead the C&SCM team’s upstream engagement with business stakeholders to identify, establish and deliver a pipeline of procurement demand, plan and mobilize category teams in early stages of procurement opportunity lifecycle Market Intelligence – Keep abreast of latest market intelligence, insights, benchmarks as key inputs to the business stakeholders Risk Management: Identify, assess, and mitigate supply chain risks while embedding sustainability and responsible procurement across the supplier lifecycle, in alignment with Group standards and guidance Supplier Relationship Management and development: Identify and establish a Supplier Relationship & Performance Management framework, conduct regular supplier reviews by monitoring supplier performance against KPIs, ensuring adherence to quality, cost, and delivery standard, and support business stakeholders in post-award contract management Team Management – Support Principal Manager in managing, mentoring, and developing a high-performing commercial and supply chain team, and foster a culture of agile, integrity, accountability and continuous improvement Competencies & Skills Category Strategy Development: Drive category strategies by leveraging market drivers, trends, and synergies to align with organizational goals Procurement Strategy: Design and refine procurement strategies to maximize value and meet business needs through effective supplier assessments and tender recommendations Strategic Thinking & Commercial Acumen – Translate high-level strategies into actionable, long-term plans, considering both internal and external trends, balancing risks with benefits, and ensuring decisions align with organizational vision while providing clear rationale for team direction and progress Stakeholder Engagement – Use multiple communication channels to engage stakeholders, simplify complex messages, create clear content, and deliver impactful presentations, ensuring alignment and achieving mutually beneficial outcomes Supplier Relationship Management: Identify and establish a Supplier Relationship & Performance Management framework, conduct regular supplier reviews, and support business stakeholders in post-award contract management Innovation and Partnership: Build and maintain senior-level relationships with key suppliers and industry partners, fostering innovation and continuous improvement Collaboration & Influence – Partner effectively with cross-functional teams to drive initiatives and resolve operational challenges Interpersonal Agility – Build trust and foster relationships through adaptive communication and a solutions-oriented approach Problem-Solving: Demonstrates proficiency in leverages data-driven insights and problem-solving techniques to support effective decision-making Team Collaboration & Facilitation: Effectively harness the team's energy and expertise to achieve common goals, build support and enthusiasm, foster an approachable persona as the "Go-To" person for procurement issues, and facilitate resolution by finding common ground among differing viewpoints Requirements Degree: University degree, Master’s or MBA in Business, Procurement & Supply Chain Management (PSCM), Commerce, Engineering, or a related field. Advanced qualifications are advantageous Experience: Minimum of 10 years in procurement strategy, category management, supply chain and/or commercial roles with relevant category expertise, with at least 5 years in a managerial capacity leading category teams. Demonstrated expertise in procurement best practices and category management Professional Certification: Membership/qualification from a recognized procurement body (e.g., CIPS, ISM) is a plus Language: Fluent in English (required); proficiency in Cantonese and Mandarin Travel: Business travel may be required as necessary
