MAIN OBJECTIVE OF ROLE To lead and continuously strengthen the Maintenance & Engineering compliance monitoring system by ensuring effective oversight, regulatory adherence, audit integrity, airworthiness assurance, and timely escalation of significant risks across internal functions and external service providers. KEY RESPONSIBILITIES Establishes and maintains a comprehensive Maintenance & Engineering compliance monitoring and audit program covering all internal Engineering & Maintenance functions, as well as contracted and subcontracted organizations, to ensure adherence to regulatory, safety, operational, and company standards, policies, and procedures. Oversees the effectiveness, competency, and resource adequacy of the Engineering & Maintenance Compliance team, while providing ongoing feedback to the Nominated Person Compliance and Quality Assurance on capability and resourcing needs. Oversees the investigation of airworthiness-related occurrences, incidents, and repeated defects, coordinating with internal and external stakeholders to ensure timely resolution and corrective action. Directs the implementation of the audit program to ensure all Engineering & Maintenance activities, including the Approved Maintenance Training Organization, are reviewed at appropriate intervals. Safeguards the integrity of the compliance monitoring system across Engineering & Maintenance activities and guides the design and implementation of risk-based audit programs to ensure continued compliance with applicable regulations and company standards. Develops and presents remedial action plans to senior leadership through the bi-annual Management Review Board, based on compliance monitoring outcomes and identified areas for improvement. Ensures Engineering & Maintenance service providers and vendors comply with company standards and regulatory requirements and coordinates timely closure of any identified discrepancies. Oversees the authorization system for Certifying, Continued Airworthiness, Maintenance, Training and other staff falling under the authorization scheme to ensure continued compliance with competency, qualification, and experience requirements in line with regulatory requirements and internal standards. Provides guidance to Senior Management on regulatory amendments, updates, and newly issued requirements from the GCAA, EASA, and other applicable authorities, ensuring implications are understood, assessed, and addressed effectively. Supports the development, review, and approval of Engineering & Maintenance policies and procedures within the compliance monitoring system to ensure clear implementation and regulatory alignment. Leads discussions with the GCAA, EASA, and other relevant authorities on matters related to airworthiness, certification, concessions, reportable occurrences, and regulatory compliance. Maintains unrestricted access to all relevant parts of the organization, and where necessary, to the organizations of subcontractors, in support of effective compliance oversight. Escalates unresolved or severe non-conformances, and any exceedances beyond acceptable closure timeframes, to the Nominated Person – Compliance Monitoring and Quality Assurance. Ensures CAR 145, CAR 147, CAR M, and CAR 21 activities are performed in accordance with approved procedures and regulatory requirements. Ensures the security of departmental information assets, including identifying and implementing required controls in line with the approved information risk mitigation plan and flydubai Information Security Steering Committee requirements. QUALIFICATIONS Bachelor's Degree (3+ years) Bachelor’s degree in relevant Engineering Discipline Fluent in English (other languages an advantage) 10 years of experience within an Engineering & Maintenance domain, with 3 years in a Compliance / Quality Assurance / Safety / Engineering / Maintenance management role. Experience in Compliance / Quality Assurance is desirable and is considered as an advantage. Working knowledge of Intelex and AMOS systems Years with qualifications: 10 - 12 years Familiarity with GCAA/EASA regulatory frameworks (CAR 145, CAR 147, CAR M, CAR 21). Training in Compliance Monitoring and Quality Management Systems. Auditor training.
