QUALIFICATIONS YOU MUST HAVE

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years’ experience
  • Experience with Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience in Direct Commercial Sales (DCS) and/or International contracting for development, production, sustainment, and / or services
  • Experience in the development of proposals, including fact-finding and negotiations
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

QUALIFICATIONS WE PREFER

  • Familiarity with technical accounting and / or finance principles related to the defense industry
  • Experience working contracts with international partners
  • Demonstrated ability to shape results in support of objectives, including ability to communicate and influence executive leadership.

The Land and Air Defense Systems (LADS) Strategic Business Unit (SBU) has an exciting opportunity for a Senior Manager, Contracts within the Global Patriot program area. We are looking for an experienced candidate to provide oversight and leadership to a team of Contracts Professionals supporting the German/NATO Program portfolio. The portfolio is predominately comprised of Direct Commercial Sales (DCS) for the production, integration, technical assistance, and sustainment of the Patriot system to Germany and NATO countries.
In this role, you will have direct supervisory responsibilities while also leading the front-end assessment of business pursuits, proposal preparation, contract negotiation, contract management, and significant customer activities to provide for proper contract acquisition and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications.
You will need to utilize regular application of business acumen and subject matter expertise to understand program performance requirements, develop contractual and negotiation strategy, provide guidance, and influence results in support of program and financial objectives. Additionally, the Senior Manager, Contracts is required to work closely with Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contractual related matters affecting the portfolio.
You will also work with both internal and external customers to ensure successful program performance and influence outcomes to achieve desired results. To be successful, you should have a track record of success in Direct Commercial Sales (DCS) contracting, international financing principles, and/or familiarity with Foreign Military Sales (FMS) and leadership aptitude.
Lastly, you will be expected to have the prerequisite skills and experience to represent Raytheon independently on significant transactions while having ability to develop and maintain trusting relationships with complex customers.

WHAT YOU WILL DO

  • Effectively communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions
  • Implement strategies to improve acquisition timelines and customer pace of contractual actions
  • Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders
  • Provide strategic advice and guidance on numerous contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes
  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards
  • Coach, manage, and strategically lead the German/NATO contracts team to continuously improve the overall quality, capability, and bench strength of the contract’s organization
