As Shamal Holding continues to grow, we’re in search of a Senior Manager – Digital Projects and Services. In this role you will lead and manage the end-to-end implementation of Digital projects, ensuring solutions are technically sound, aligned to organizational objectives, and delivered within scope, budget, and timelines. The role collaborates with cross‑functional teams to translate business needs into technical execution plans and oversees full project lifecycles using agile and modern delivery methodologies. Responsibilities Strategic Responsibilities Translate organizational technology goals into actionable project delivery roadmaps. Ensure all implemented systems and solutions align with Shamal’s IT strategy, architecture principles, and technical standards and also industry best practices. Evaluate new technologies, tools, and implementation approaches that advance digital transformation. Collaborate with business leaders to identify opportunities for IT enablement and operational improvement. Project Delivery & Technical Management Lead end-to-end delivery of IT projects, including planning, requirements gathering, design, development, testing, deployment, and post‑go‑live support. Conduct detailed solution evaluation to ensure technical feasibility, scalability, and alignment with enterprise architecture. Prepare project charters, schedules, budgets, and resource plans; monitor progress to ensure on-time delivery. Drive agile delivery, facilitating sprint planning, backlog refinement, release planning, and retrospectives. Coordinate with IT architecture, security, infrastructure, and operations teams to ensure integrated technical delivery. Identify and mitigate project risks, issues, and dependencies, ensuring strong governance. Oversee vendor and contractor activities, ensuring compliance with technical requirements and contractual obligations. IT Operations and Governance Support demand management activities, ensuring project requests align with strategic priorities. Ensure IT implementations comply with applicable standards, including cyber security, regulatory requirements (DESC, TDRA, NESA, GDPR), and internal policies. Maintain project documentation, ensuring traceability and audit readiness. Contribute to governance forums, presenting project updates, risks, and recommendations. Ensure the provision of L1, L2, and L3 support for all applications and it’s infrastructure. Data Management Support demand management activities, ensuring project requests align with strategic priorities. Ensure IT implementations comply with applicable standards, including cyber security, regulatory requirements (DESC, TDRA, NESA, GDPR), and internal policies. Maintain project documentation, ensuring traceability and audit readiness. Contribute to governance forums, presenting project updates, risks, and recommendations. Ensure the provision of L1, L2, and L3 support for all applications and it’s infrastructure. People Management Responsibilities Set clear expectations to the team, inspire, and motivate project team, and lead by example. Provide guidance, coaching, and mentorship to team members to help them achieve their performance goals. Qualifications Bachelor's or Master's degree in a relevant field such as Computer Science, Information Technology, Digital Transformation, or a related field. An MBA or an equivalent advanced degree in business is highly desirable. Professional certifications desirable: PMP, PRINCE2, Agile/Scrum Master, ITIL, or equivalent. Minimum 10 years of relevant IT project delivery experience, including at least 3 years in a project / technical leadership role. Experience managing enterprise IT implementations in complex environments. Experience working with cross-functional teams and external vendors. Strong expertise in IT project management and agile delivery. Ability to translate business needs into technical specifications and solution designs. Excellent understanding of enterprise IT architecture, system integration, and security principles. Experience managing SaaS, on-prem, or hybrid technology implementations. Strong stakeholder communication skills, bridging technical and non-technical audiences. Strong vendor management, contract management, and negotiation skills. Ability to lead problem-solving, prioritize effectively, and make informed decisions. High competency in documentation, reporting, and governance processes.
