We are seeking a highly driven, experienced, and operationally strong Senior Manager – HR & Administration to lead and oversee our Pakistan-based team from our Islamabad office located in Top City. This is a pivotal leadership role responsible for building, managing, and sustaining a high-performance workforce in Pakistan. The Senior Manager will serve as the primary point of contact between the Pakistan team and senior leadership (CEO in Canada and COO in the Philippines), ensuring that operations run seamlessly, team members are engaged and accountable, and organizational goals are met consistently. The role operates on a night shift schedule aligned to Eastern Standard Time (EST): 9:00 AM – 5:00 PM EST, which corresponds to 7:00 PM – 3:00 AM Pakistan Standard Time (PKT). Key Responsibilities Lead end-to-end recruitment for all Pakistan-based roles including sourcing, screening, interviewing, shortlisting, and onboarding Develop and maintain a robust talent pipeline for current and future hiring needs Post job advertisements across relevant Pakistani job portals (Rozee.pk, LinkedIn, Indeed, etc.) Coordinate with the CEO and COO to align hiring plans with business growth objectives Conduct structured interviews and psychometric/skills assessments where required Negotiate and extend offers to selected candidates in line with company pay bands Ensure new hires are fully onboarded, equipped, and briefed on company policies, tools, and expectations before their first working day Team Management & Leadership Directly manage and supervise all Pakistan-based employees across departments Serve as the day-to-day people manager responsible for performance, conduct, attendance, and morale Set clear individual and team KPIs aligned with business deliverables Conduct regular 1-on-1 check-ins, team huddles, and performance conversations Foster a positive, collaborative, and results-driven workplace culture Resolve interpersonal conflicts and workplace issues professionally and promptly Act as the first escalation point for all HR and administrative matters in Pakistan Daily Operations Monitoring Monitor daily attendance, login/logout times, shift adherence, and productivity of all Pakistan-based team members Use company-approved tools and software to track employee activity, task completion, and time management Ensure all team members are on shift and meeting daily deliverables aligned to EST working hours Report any absenteeism, underperformance, or conduct issues to the CEO and COO immediately with documented findings Manage shift schedules, leave requests, and overtime approvals in accordance with company policy Performance Management & Reporting Prepare and submit detailed Monthly Performance Reports for all Pakistan team members to the CEO and COO Prepare and submit Quarterly Business Reviews (QBRs) highlighting team performance, HR metrics, headcount updates, attrition, and operational health Track KPIs per individual and department and provide data-driven insights and recommendations Identify underperformance early and implement structured Performance Improvement Plans (PIPs) Recognize and reward top performers and recommend incentive or promotion decisions to senior leadership Maintain an HR dashboard or tracker updated in real time for senior leadership visibility HR Policy, Compliance & Documentation Ensure all HR policies and procedures are implemented, communicated, and adhered to across the Pakistan office Maintain accurate and up-to-date employee records including contracts, performance reviews, disciplinary records, and payroll information Manage employee contracts, renewals, amendments, and terminations in compliance with Pakistan labour law Handle disciplinary procedures, show-cause notices, and terminations professionally and in line with legal requirements Ensure compliance with all applicable Pakistan labour laws, tax regulations, and employment standards Develop, update, and enforce the Pakistan Employee Handbook and SOPs Administration & Office Management Oversee all day-to-day administrative operations of the Islamabad, Top City office Manage office supplies, vendor relationships, equipment, and facility maintenance Coordinate IT setup, hardware, and software access for new and existing employees Manage petty cash, office expenses, and admin budgets in coordination with the finance team Ensure a safe, professional, and productive office environment at all times Coordinate with building management for facility-related matters Communication & Liaison with Senior Leadership Serve as the primary operational liaison between the Pakistan team and the CEO (Canada) and COO (Philippines) Attend daily, weekly, and monthly leadership calls during EST working hours (7:00 PM – 3:00 AM PKT) Provide real-time updates, flag risks, and escalate issues to senior leadership proactively Translate company strategy and directives from leadership into clear, actionable plans for the Pakistan team Prepare executive-level briefings, reports, and presentations for the CEO and COO as required Training & Development Identify training needs across the Pakistan team and coordinate relevant learning and development programs Onboard and induct new hires with a structured 30-60-90 day onboarding plan Develop internal training materials, SOPs, and knowledge bases for Pakistan operations Work with department heads to ensure all team members have the skills and tools required to succeed Culture, Engagement & Retention Drive employee engagement initiatives to improve morale, retention, and team cohesion Conduct regular employee satisfaction surveys and present findings with action plans to leadership Lead recognition programs, team events, and culture-building activities Reduce attrition through proactive retention strategies, career pathing, and competitive compensation reviews Skills, Knowledge and Expertise Minimum 5–8 years of progressive HR and people management experience, with at least 3 years in a senior or managerial capacity Proven experience managing large teams (10+ employees) in an offshore, BPO, or staffing environment Strong command of full-cycle recruitment including sourcing, interviewing, and onboarding Experience working in a night shift / EST-aligned role is highly preferred Solid knowledge of Pakistan Labour Law and HR compliance requirements Exceptional verbal and written communication skills in English (essential for reporting to Canadian and Philippine leadership) Proficiency in HRMS/ATS platforms, MS Office Suite (Excel, Word, PowerPoint), and collaboration tools (Slack, Teams, Zoom, etc.) Experience with performance management systems and KPI tracking Strong leadership, conflict resolution, and decision-making skills Ability to work independently and take full ownership of Pakistan operations Desirable: Bachelor's or Master's degree in Human Resources, Business Administration, or a related field SHRM, HRCI, or equivalent HR certification is an advantage Prior experience in a staffing, outsourcing, or virtual assistant company Experience reporting
