DETAILED JOB DESCRIPTION Reporting to the Director, Human Resources, the Senior Manager, Human Resources Programs and Services is responsible for the development and implementation of long-term strategies, programs and policies in the areas of HR planning, Performance and Talent Management, Classification and Organizational Design, Training and Development, Official Languages, Employment Equity, Pay Equity, Diversity and Inclusion, Employee Recognition, HR Reporting, Staffing and Recruitment. ESSENTIAL QUALIFICATIONS: EDUCATION: A degree from a recognized post-secondary institution with acceptable specialization in Industrial Relations, Law, Business Administration, Human Resources, or an acceptable combination of education, training /or experience. EXPERIENCE: A minimum of eight (8) years of experience in at least two of the fields of Staffing, Classification, HR Planning, Learning or Talent Management, including; • Developing and implementing long-term strategies and processes, as they relate to the disciplines within the portfolio; • Providing advice and direction as well as making presentations on complex issues related to the portfolio to senior management. KNOWLEDGE • Of human resources legislative and regulatory principles and practices; • Of the issues, trends and best practices in human resources, specifically as they related to the disciplines within the portfolio; • Of legislation, policies and directives governing the Employment Equity Act, the Pay Equity Act and the Official Languages Act. ABILITIES • To develop innovative practices and processes; • To work with ongoing pressures from deadlines, shifting priorities, changing conditions and accuracy of multiple demands; • To ensure level of accuracy, credibility, consistency and confidentially; • To lead, coach and mentor a team; • To effectively develop and maintain stakeholder relationships; • To effectively communicate, both in writing and orally.
