KEY REQUIREMENTS:

  • Education: Bachelor’s degree in Civil Engineering or related discipline
  • Experience: Minimum 12–15 years of relevant experience, with at least 8 years in a senior infrastructure management role within leading construction or contractor companies.
  • Technical Knowledge: In-depth understanding of infrastructure development for large-scale real estate/master-planned communities.
  • Regulatory Expertise: Familiarity with UAE infrastructure regulations and liaison experience with local authorities (e.g., DEWA, RTA, DM, ADM).
  • Leadership: Proven leadership in managing large project teams and multiple stakeholders.
  • Communication: Strong verbal and written communication skills, able to present effectively to senior management and authorities.

Responsibilities

JOB PURPOSE:

To lead and manage infrastructure development across large-scale real estate projects, ensuring timely delivery, budget compliance, and alignment with master plans. The role demands strong expertise in infrastructure works, including roads, utilities, drainage, and civil works, ideally from candidates with experience in top-tier construction or contractor companies.

KEY RESPONSIBILITIES:

  • Project Oversight: Lead planning, execution, and delivery of all infrastructure-related works (roads, utilities, sewerage, water supply, power, and telecommunications) across master-planned developments.
  • Contractor Management: Oversee and coordinate with infrastructure contractors, subcontractors, and consultants to ensure compliance with specifications, timelines, and quality standards.
  • Design Review & Value Engineering: Provide technical input in design development stages; ensure constructability and cost efficiency through value engineering reviews.
  • Budget & Cost Control: Prepare infrastructure budgets, monitor project expenditures, and approve contractor payments in line with work progress.
  • Compliance & Risk Management: Ensure all infrastructure works comply with local regulations, authority approvals (e.g., DEWA, RTA, DM), and HSE standards.
  • Stakeholder Coordination: Collaborate with internal teams (planning, design, sales, legal), authorities, and external consultants to align infrastructure execution with project timelines.
  • Progress Reporting: Provide regular reports and updates on project milestones, risks, and mitigation strategies to senior leadership.
  • Team Leadership: Manage and mentor a team of engineers, ensuring strong technical oversight and efficient project execution.
