Role: Senior Manager, Learning & Development Location: Malaysia We are currently partnering with a leading technology-driven telecommunications organization that is scaling rapidly to support new digital initiatives and platforms. As part of this expansion, multiple roles are open across key functions to help build, maintain, and enhance next-generation solutions. This opportunity offers exposure to large-scale systems, innovative technologies, and a collaborative environment where skills and ideas make a real impact. The Senior Manager will lead enterprise-wide Learning & Development initiatives to enable a skills-driven workforce, strengthen talent processes, and embed a culture of continuous development aligned to business goals. Responsibilities Develop and execute the organization-wide Learning & Development (L&D) strategy aligned with business and HR priorities. Design and maintain core, technical, and leadership capability frameworks, including learning needs analysis and skills gap identification. Plan, deliver, and measure organization-led learning programmes (e.g. leadership, people manager, core competencies, mandatory training). Partner with business leaders and HRBPs to create and implement division-level learning plans and L&D roadmaps. Track and achieve organizational learning metrics and effectiveness measures. Review, select, and manage external training providers and government grant opportunities. Drive initiatives that build a strong learning culture through organization-wide programmes and stakeholder engagement. Degree in Business, Human Resources, or related field With 8 years of experience in Learning & Development Proven ability to align learning initiatives with business outcomes Strong interest in building and driving a skills-based organization Digitally savvy with experience using modern learning technologies Excellent interpersonal and communication skills
Responsibilities
The Senior Manager will lead the development and execution of the organization-wide Learning & Development strategy. This includes designing capability frameworks, planning learning programs, and partnering with business leaders to implement learning plans.
