KEY ACCOUNTABILITIES

Provides vision and leadership to all multi-modal program areas, including Goods Movement, Active Transportation, Major Road Network and Cost Share Programs. Oversees the development and implementation of program-related strategies, plans, studies, guidelines, standards, and projects. Ensures and monitors alignment with divisional and corporate priorities, adjusting strategies as required.
Oversees the performance of programs and service offerings to ensure continuous improvement across the region. Directs the development and implementation of key performance indicators (KPIs) to allow effective monitoring and measuring of performance.
Directs the development of capital budget proposals, funding levels, and implementation for programs and projects involving significant capital cost, high impact and sensitivity.
Identifies and acts on program-area risks and opportunities and advises executive and board members on critical risk management strategies. Oversees the development of solutions to complex and multifaceted issues of multi-jurisdictional implementation.
Directs the negotiation and management of multiple agreements and contracts with service providers; providing direction and overseeing contract compliance, and resolving any critical risks.
Works closely with TransLink’s key stakeholders and elected officials at the municipal, regional and provincial levels to meet legislated responsibilities.
Develops and manages relationships with external stakeholders including senior industry peers, and government officials, managing expectations, discussing complex and sensitive issues, and resolving problems. Escalates issues to the Director, Infrastructure Programs, Vice-President, Engineering, or Chief Executive Officer, as appropriate.
Represents TransLink in various external committees at senior levels to discuss the program and risk management strategies. Proactively meets/liaises with and develops relationships with senior level managers and executives at partner agencies and industry to discuss complex issues involving high risk, impact and sensitivity. Participates in collaborative information sharing, problem solving and decision-making with other planning staff across the division, providing input and recommendations based on an advanced level of technical expertise.
Provides a senior level of leadership in engagement with other departments towards successful implementation of the multi-modal programs and other initiatives.
Oversees delivery of complex programs and projects to support planning decisions with enterprise-wide scope, risk, and political sensitivity. Monitors programs and projects to ensure they are aligned with endorsed plans and to generate expected results within designated time frames. Identifies and takes action on program and project risks and opportunities, alerting divisional leadership to critical issues.
Directs development of reports to monitor and report on regional progress, outcomes and goals. Conducts presentations to executives and senior management.
Contributes as a key member of the senior management team in identifying and taking action on risks and opportunities associated with the projects and alerting Divisional Leadership to critical issues. Foresees strategic issues and mitigates in advance. Keeps the Director apprised of the status of the initiatives and activities, collaborates with the Director on resolution of critical issues as they emerge. Escalates issues to Divisional and Enterprise Leadership, as appropriate.
Oversees development of business plans and operating budgets for the program areas involving larger scope, risk, impact and sensitivity, ensuring alignment to corporate priorities and objectives and divisional goals.
Provides a senior level of program-related advice and expertise to leaders and stakeholders across the organization through participation on committees and ongoing consultation. Provides recommendations on research, development and implementation strategies.
Provides broad direction to reporting staff in the delivery of multiple programs, projects and services. Provides leadership for hiring, training and development, coaching, performance planning and reviews and all other people management practices.

EDUCATION AND EXPERIENCE

The requirements for the position are acquired through a university degree in planning, urban design, architecture, engineering or a related discipline, and ten (10) years’ experience in progressive levels of management accountability in an agency specializing in planning or transportation. Project Management Professional (PMP) designation is considered an asset.

Advanced problem-solving and decision-making skills to exercise judgement on critical, broadly impacting issues where policy, guidelines or precedent may not exist.
Advanced interpersonal and negotiation skills to successfully develop and manage relationships with internal and external stakeholders.
Advanced leadership skills to oversee multiple programs and provide coaching, development and performance management to reporting staff.
Advanced analytical skills to identify and resolve critical, high impact and sensitive issues.
Advanced industry knowledge of government agencies, non-governmental organizations and associations.
Advanced knowledge of TransLink’s decision-making process, including strategic context and organizational and governance structure.
Advanced project management skills
Advanced communication skills to write and deliver persuasive reports and presentations.

Responsibilities:

PRIMARY PURPOSE

Oversees the planning, development and functional design for multi-modal infrastructure covering multiple program areas in an integrated environment and provides strategic advice on cross- enterprise coordination for capital and investment planning.
