Position Summary: The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of diverse and talented teachers to meet the staffing needs of New York Public Schools (NYCPS) and programs, as well as being responsible for initiatives to promote the equitable and quality distribution of teachers across all schools. NYCPS anticipates a need to increase recruitment and training for new teachers, in order to meet the hiring demands presented by the new class size mandates and to ensure teacher quality as the number of teachers hired into the system grows. Increasing the number of eligible teacher candidates is a critical part of the path for NYCPS to remain in compliance with the class size mandate. The Office of Teacher Recruitment and Quality accomplishes its work through a strategic, data-driven approach that focuses on the following efforts:

  • Serve as the primary marketing agent and source of information to individuals seeking to become NYCPS teachers, to recruit a large, high-quality, equitable and diverse pool of candidates.
  • Design and manage recruitment and preparation programs, and pipelines for individuals to become NYCPS teachers, especially to address subject and geographic shortage areas.
  • Select a diverse and high-quality pool of candidates to become teachers through rigorous, research-driven, screening processes.
  • Design and implement high-quality field experiences for teacher candidates in both alternative certification and traditional pathways.
  • Provide inclusive best practices and support to schools to help them make optimal, local hiring decisions.
  • Lead pipeline and pathways to teacher certification for diverse candidates within our communities to promote an equitable distribution of teachers across all schools.
  • Support new teachers with consistent onboarding experiences across the system when they are hired and throughout their first year.

The Recruitment & Pathways team within TRQ works to recruit, cultivate, and support diverse teacher candidates across both traditional and innovative pathways to teaching to build a robust and diverse teacher talent pool for NYCPS. The team implements a wide range of recruitment strategies, including email marketing, virtual and in-person events, paid advertising, social media, job boards, and more to support recruitment efforts. The team also works closely with university partners and external vendors to expand outreach to a broader set of teacher candidates.
The Senior Manager of Teacher Recruitment on the Recruitment & Pathways team is responsible for leading the planning and execution of teacher recruitment strategies to cultivate a diverse, high-quality candidate pool for each school year. This includes setting goals and strategic plans based on data and leadership priorities, leveraging available funding, contracts, and tools, and building key partnerships across NYCPS and externally. The Senior Manager will also supervise a team of recruiters who implement recruitment strategies including email marketing, online and in-person events, job posts, organic and paid social media and advertising, and more. Key Relationships: Key colleagues across TRQ, University partners, partners at other NYCPS offices including the Special Education Office, Office of Multilingual Learners, Office of Student Pathways, etc., external vendors.

RESPONSIBILITIES

Strategic Planning

  • Set recruitment goals for each recruitment cycle based on data and leadership priorities.
  • Conduct quantitative and qualitative research to gain insights into teacher candidate mindsets and behaviors to inform recruitment efforts.
  • Lead strategy on recruitment and cultivation policies and strategies that attract candidates in high-need subject areas based on data and research, including leveraging tools and partners that help expand the recruitment reach.
  • Develop recruitment strategic plan for each recruitment cycle that incorporates data and best practices to meet recruitment goals.
  • Research innovative recruitment tools and strategies that can expand recruitment efforts (e.g., AI platforms, etc.).
  • Advise on recruitment policy to support long-term recruitment efforts.

Recruitment

  • Build and enrich relationships with colleges, universities, individuals, other NYCPS offices (e.g., Special Education Office, Office of Multilingual Learners, Office of Student Pathways, etc.), and external partners who can support NYCPS’s teacher recruitment efforts.
  • Develop and maintain data systems to monitor recruitment efforts and progress toward goals throughout the recruitment season, adjusting the recruitment strategy as needed.
  • Present regular reports to senior leadership about recruitment progress, wins, and challenges.
  • Oversee alignment of recruitment messaging to ensure that messages are clear and compelling and positively represent NYCPS, including across mediums such as social media, email, promotional materials, etc.
  • Create structures and resources for clear, accurate, and supportive candidate communication through helpdesk, online resources, and more.
  • Attend and support virtual and in-person recruitment events, as needed.

Team Management

  • Supervise senior recruitment coordinators and oversee their implementation of the recruitment strategic plan.
  • Manage recruitment budget and spending.
  • Lead the maintenance of knowledge management systems, structures, and norms for the Recruitment & Pathways team.
