THE OPPORTUNITY

Our client is looking to hire for a Senior Manager or Manager (Programmes) to design, manage and deliver training programmes for the training arm of the organization.
The right candidate will have notable qualifications and a well -rounded understanding of the
public sector landscape. They should be well-versed in programme design and implementation,
able to lead engagements with government clients, and deliver training in diverse international
settings.

EXPERIENCE AND QUALIFICATIONS

  • For the Senior Manager role , at least 7-8 years’ progressive experience in government and public policy
  • For the Manager role, at least 5-6 years’ progressive experience in government and public policy
  • Good track record of designing and developing learning interventions targeted at adult learners including blended and online learning
  • Familiarity with core concepts in adult learning and instructional design, to collaborate effectively with curriculum specialists and contextualise content for public sector audiences
  • Strong knowledge of public sector systems and institutions, and international governance challenges

Responsibilities

KEY RESPONSIBILITIES

Some of the specific job responsibilities are listed below:

  • Work with the Deputy Dean (Programmes) and Dean of the Academy to engage external stakeholders, including government clients and a network of subject matter experts, to design and deliver impactful training programmes
  • Develop and manage learning interventions (e.g., identifying learning needs, designing curriculum, and evaluating learning interventions) based on CIG’s curriculum framework
  • Independently develop programme outlines, proposals and concept papers, with guidance from more senior team members where required. Scope, design and execute projects related to institution building and strengthening of National Schools of Government (e.g. strategic planning and review, organisational design and internal capability development)
  • Identify, engage and work with subject matter experts and trainers to shape the content, curriculum and learning outcomes of the learning interventions
  • Independently manage client engagements, understanding their learning needs, and contextualising learning interventions to suit local public sector environments
  • Facilitate workshops and programmes in the countries where CIG operates
  • Lead and coordinate programme organisation and administration, which includes but is not restricted to management of programme logistics and provision of learner support
  • Mentor and coach junior team members, including through peer review of proposals, dry runs of training delivery, and informal guidance.
  • Proactively identify opportunities for programme innovation or improvement, such as new delivery formats, curriculum enhancements, or client engagement strategies.
  • Undertake any other responsibilities related to the establishment and operations of the Academy, as may be reasonably expected given the candidate’s experience and capabilities

THE FOLLOWING RESPONSIBILITIES ARE EXPECTED PRIMARILY OF SENIOR MANAGERS:

  • Take end-to-end ownership of complex training programmes, including those with diverse stakeholders, multi-country delivery models, or significant strategic visibility.
  • Lead or co-lead high-profile client engagements and represent the Academy in meetings with senior government officials and institutional partners.
  • Serve as a key escalation point for troubleshooting programme challenges, including content, logistics, or stakeholder coordination issues.
