The Cannabis Control Division provides efficient licensing, compliance, and regulatory services to ensure the safe production, testing, sale, and consumption of commercial and medical cannabis by ensuring that licensed individuals are qualified to provide services in the cannabis industry. The Division issues licenses to cannabis producers, microbusiness producers, integrated microbusinesses, manufacturers, retailers, consumption areas, vertically integrated establishments, couriers, and testing and research laboratories. Additionally, the Division works in concert with the Department of Public Safety, Office of the State Engineer, Environment Department, other state agencies, tribes and pueblos to assist applicants to get licensed and assure compliance with all applicable state and local laws.

The Senior Manager, Program Management position exists to ensure the effective and efficient operation of the Division by providing essential administrative oversight and strategic direction to its staff. This role is critical in translating the vision and priorities set by the CCD Division Director and the Superintendent into actionable policies, budgetary decisions, and operational outcomes. By managing day-to-day functions and aligning staff efforts with broader organizational goals, the Senior Manager, Program Management ensures that the Division consistently meets its performance objectives and delivers high-quality services.

The Senior Manager, Program Management position provides critical administrative leadership to support the Division’s operations, staff performance, and compliance with legal and regulatory requirements. This role assists in achieving departmental goals by supervising and training staff, delegating responsibilities effectively, and ensuring adherence to performance measures and customer service standards. The Senior Manager, Program Management collaborates closely with the Director, manages budgeting processes, guides advisory board members, and ensures accurate and timely processing of regulatory functions. Strong organizational, communication, and leadership skills, along with a solid understanding of relevant laws and policies, are essential to success in this position.

Minimum Qualification
Bachelor’s Degree in a relevant field of study from an accredited college or university and ten (10) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.
Employment Requirements

Working Conditions
This position is office-based, involving extensive use of personal computers and phones, with prolonged periods of sitting. The selected candidate will work under stress and frequent time constraints and may require occasional statewide travel.
