KEY ACCOUNTABILITIES
Develops strategic, influential relationships with senior leaders across the enterprise to provide consistent customer and public safety strategies, plans and systems.
Develops enterprise policies, standards and processes related to public and customer safety, with input from the Operating Companies ensuring compliance with legal requirements and applying best practice standards. Leads research on emerging trends, best practices and changing legislation, and determines application to the enterprise, as it pertains to customer and public safety.
Leads the development of health and safety management plans, policies, procedures, and systems for the protection of the public and passengers. Ensures contractors working on TransLink Adjacent and Integrated Development (AID) and Capital projects have appropriate safety plans in place.
Builds collaborative relationships with Operating Company safety and project teams, facilitates working groups, communicates, and interacts with regulatory agencies (i.e., WorkSafe BC, Technical Safety BC), internal and other stakeholders to develop and align public and project safety strategies.
Leads a team of technical experts and safety resources in the development and implementation of project safety management plans. Coordinates with operating company safety personnel associated with AID, Telco and Retail and other 3rd party programs, ensuring optimum utilization of cross organizational resources involved in infrastructure safety monitoring. Liaises with and advises project managers in the safety planning and implementation of TransLink’s capital programs.
Oversees and ensures compliance with Prime Contractor requirements where applicable, ensuring that safety strategies and processes align throughout the enterprise.
Provides guidance and direction for the planning and safe delivery of projects in and around TransLink infrastructure and operations, in relation to TransLink’s Capital Program, AID, Real Estate programs, and 3rd party projects.
Provides senior leadership support, guidance and implementation of communication processes associated with critical incident investigation, analysis, findings, and recommendations, as they relate to AID and other 3rd party projects to ensure appropriate investigation and corrective actions.
Directs the development and implementation of assurance inspections, audits, and other assessments to gather, analyze and interpret safety performance in the delivery of TransLink’s capital program and adjacent works projects, ensuring that strategies and processes align throughout the Enterprise as applicable.
Recommends and leads designated projects and initiatives of larger scope to enhance Owner/Contractor safety performance and, supporting a culture of safety.
Acts as project lead on enterprise-wide safety initiatives, under the guidance of Director, involving all stages from developing the business case and establishing project scope, to planning, scheduling, budgeting, reporting, and leading the team effort and contractors to achieve timely, cost-effective deliverables.
Identifies, collects, and reports on projects and public safety metrics and Key Performance Indicators (KPIs). Conducts trends analysis and determination of corrective actions in relation to accidents, incidents and root causes to identify areas for process improvement/development, intervention strategies that enhance safety awareness, and reduces accidents. Supports the Director in the compilation of TransLink and enterprise safety KPIs and in development of consolidated enterprise safety reporting and presentations to the TransLink Executive, Board of Directors and Board Committees.
Participates in the coordinated response across the enterprise in the event of a major emergency. Takes on a key role in the Enterprise Coordination Centre when required. Supports operational response and recovery activities that have the potential to impact TransLink infrastructure or ability to deliver a safe service outside of normal working hours as required.
Manages reporting staff, providing guidance for hiring, training, development, coaching, performance management and all aspects of people management practices. Engages and manages consultants and contractors. Assists the Director in the preparation of department budget.
EDUCATION AND EXPERIENCE:
The requirements for this job are typically acquired through a degree in a safety-related discipline plus a Canadian Registered Safety Professional designation, or acceptable equivalent, and minimum 8 years of related experience.
OTHER REQUIREMENTS:
Advanced knowledge of safety regulations protocols, procedures and concepts, principles, practices and techniques pertaining to safety.
Advanced knowledge of the relevant safety policies, legislation and legal terminology.
Advanced knowledge of public transportation modes, infrastructure, and operating systems.
Advanced communication and interpersonal skills to be able to propagate a culture of safety and liaise with leaders and staff across the enterprise and external stakeholders.
Solid problem-solving skills with advanced analytical skills to identify innovative approaches and recommend solutions to mitigate risks. Excellent prioritizing, organizing and time management skills.
Advanced working knowledge of standard office software, including word processing, spreadsheets, presentations, and web-based systems.
Solid leadership skills to manage a team of staff or contractors, and to lead projects and initiatives.
Solid knowledge of the functions and structures of the Enterprise operating companies and subsidiaries will be considered beneficial but is not essential.
Experienced in operational emergency management and security and/or public safety planning.
PRIMARY PURPOSE
Directs the creation and implementation of consolidated, integrated safety strategies, plans, systems and initiatives for TransLink’s Capital, AID, and third-party projects. Leads the customer and public safety across the Enterprise in collaboration with the Operating Companies. Ensures compliance and consistent application of best practices, safety management policies, procedures, and legislation across the enterprise.
