The Senior Manager, Public Policy & Issues Analyst is a strategic execution and support role within AstraZeneca’s Corporate Affairs team. Reporting to the Head, Government Affairs, Enterprise Policy and Strategic Projects, the Senior Manager is empowered to operationalize enterprise policy priorities and support high-impact issues management, policy evidence-generation, and advocacy initiatives. The Senior Manager works cross-functionally with Government Affairs, Medical, Access, Evidence Generation, Commercial, and Patient Engagement teams to support the delivery of integrated policy strategies, help create and maintain transparent measurement frameworks and play a hands-on role in tracking milestones and reporting progress to leadership. This role will also have periodic opportunities to support the Government Affairs field team in Ontario for specific projects, events and engagements. Key Responsibilities: Policy Strategy Execution: Support development and implementation of national policy priorities and tactical plans, ensuring alignment with AstraZeneca’s Canadian and global objectives. Contribute to the creation, refinement, and dissemination of policy materials - including position papers, briefing decks, and executive summaries - based on integrated, evidence-driven strategy. Collaboration & Cross-Functional Activation: Work closely with Government Affairs, Medical, Access, Evidence Generation, Commercial, and Patient Engagement teams in coordinating policy activities and advocacy. Ensure clarity of roles, responsibilities (RACI), and effective cadence in the delivery of policy objectives. Policy Research & Evidence Generation: Conduct timely research on Canadian health policy, regulatory developments, investment trends, and innovation issues. Analyze and synthesize complex data and evidence needs to support policy recommendations and advocacy for key initiatives. Partner with Medical, Access and other internal stakeholders to gather and organize the right data, supporting the scaling and funding of national policy efforts. Issues Management & Strategic Project Support: Support proactive issues identification, forecasting, and response planning - enabling robust response strategies for policy challenges. Provide hands-on policy expertise to strategic projects, with emphasis on health system transformation, economic growth and innovation. Measurement, Dashboarding & Reporting: Help define and track KPIs and milestones for policy and issues management. Prepare, update, and maintain relevant sections of dashboards and reports that provide transparent, timely progress updates for leaders, field staff, and stakeholders. Compile, analyze, and present provincial investment and advocacy data supporting enterprise priorities. Continuous Process Improvement: Seek and implement best practices in planning, collaboration, process efficiency, and reporting - supporting a culture of innovation and high-performance across the team. Required Experience, Skills, and Qualifications: Experience: Minimum 5+ years in policy development, government affairs, corporate affairs, or related fields in regulated, complex, or multinational environments. Experience in biopharmaceuticals, health systems, or life sciences an asset. Policy Acumen: Demonstrated ability to quickly learn new policy areas and regulatory environments, synthesize information, and generate actionable insights. Collaboration & Communication: Strong interpersonal skills for working across geographies and functions. Superior written and verbal communication, with experience preparing policy materials, dashboards, or executive-level updates. Analytical & Research Capability: High proficiency in collecting, analyzing, and synthesizing policy, investment, and health data; familiarity with economic modeling and public advocacy campaigns an asset. Project Management: Strong organizational and time-management skills for tracking deliverables and meeting deadlines in a dynamic, fast-paced environment.
