[What the role is] Develop strategies for NCSS to enhance service delivery in Singapore’s social service sector. Through stakeholder engagement and use of data, successful candidates will influence critical decisions, shape organizational and sector strategy, and be exposed to national-level policy considerations. [What you will be working on] Policy Alignment and Stakeholder Engagement Cultivate partnerships with government agencies and key stakeholders Represent NCSS in policy discussions, including at whole-of-government platforms Align NCSS initiatives with national plans and strategies Sector Analysis and Development Analyse the landscape to identify service gaps and opportunities Conduct quantitative and qualitative research in collaboration with NCSS research teams Evaluate and enhance NCSS's mechanisms for service and sector development (e.g. resources, networks, frameworks) Develop evidence-based recommendations to address sector needs Future-Ready Planning Anticipate trends impacting service delivery, such as through applying futures thinking Design strategies to seize opportunities and mitigate risks, and develop reports for NCSS leadership and sector stakeholders Oversight of Group Strategy & Communications Manage leadership-level meetings as secretariat Oversee Group workplan and corporate KPI reporting, to align with organizational goals Drive communications for Services Group and NCSS website [What we are looking for] Personal Competencies: Strategic and conceptual thinker Systems thinker, comfortable with complexity and uncertainty Communication excellence – written and spoken Relationship and interpersonal skills Resilience and adaptability Resourcefulness Results orientation Collaborative spirit Skills & Knowledge: Project management skills Social sector/domain knowledge Stakeholder management skills Negotiation, influencing, facilitation skills Basic data analysis: both quantitative and qualitative Agile methodologies, tools and delivery Proficiency in data analysis and visualisation software will be an advantage e.g., Power BI, NVivo, R, Python Experience: 3-5 years of working experience, including policy analysis, strategic planning, or sector management Proven track record in data analysis and evidence-based decision making Demonstrated ability to manage diverse stakeholders and communicate complex ideas clearly Knowledge of Singapore's social service landscape Experience in the social service sector is advantageous.
