Employee Contract Type: Local - Fixed Term Employee (Fixed Term) Job Description: MAJOR RESPONSIBILITIES Technical Programme (TP) Design and Planning Provide technical and evidence-based input to pathways of change during Technical Approach (TA) development, in collaboration with TP Leads. Guide staff in the development of TP log frames, ensuring alignment of indicators with partnership standard indicators. Develop context-appropriate M&E plans with TP Leads, clearly defining mandatory and optional indicators. Critically review log frames, M&E plans, and Implementation Tracking Tools (ITT) to ensure logical coherence and quality, in coordination with TP Managers. Technical Programme Monitoring Support the establishment and implementation of TP monitoring systems in line with National Office (NO) M&E systems. Provide clear, user-friendly guidance to AP teams on data entry, storage, processing, and use within national M&E systems. Ensure consistent monitoring to maintain data quality at all programme levels. Adapt/develop monitoring tools and methodologies in collaboration with technical specialists to meet output and outcome monitoring requirements. Ensure contextualization of monitoring tools by APs and local partners. Support zonal and AP MEAL teams to analyze data, draw conclusions, and develop evidence-based recommendations. Communicate monitoring findings and accountability implications to TP Managers in a consistent and intentional manner. Supervision and Technical Support Supervise and provide technical oversight for monitoring activities in zonal and national-level technical programmes. Work closely with TP technical advisors and teams to analyze monitoring data and promote its use for improved implementation. Guide AP teams in developing action plans based on monitoring evidence and lessons learned. National Strategy and Child Well-Being (CWB) Reporting Provide accurate and timely data to inform national strategy reviews and development, including evidence-based recommendations for change. Analyze and validate CWB data to ensure accuracy and suitability for inclusion in national reports. Collaborate with technical teams to compile and draft high-quality NO CWB reports supported by credible evidence. Share findings and recommendations with key stakeholders to support strategic decision-making and progress tracking Baseline, Evaluation, and Research Contribute to the design and implementation of baseline and evaluation studies for Technical Programs (TPs) and Community Engagement and Sponsorship Programme (CESP), as required. Ensure effective communication and coordination among communities, staff, partners, and evaluation teams to enhance understanding and use of findings. Lead Annual Impact Measurement (AIM) processes, including development of manuals, ToRs, capacity building, data collection, analysis, and reporting. Lead or contribute to World Vision research studies to strengthen organizational learning, including research design, analysis, and dissemination of actionable findings. Grants and Special Projects Ensure alignment, feasibility, and quality of MEAL components in grant and special project proposals, logframes, and M&E plans. Provide technical support for monitoring, baseline, and evaluation activities for grants and special projects. Ensure monitoring and evaluation findings are used to adjust programme interventions and are documented in reports. KNOWLEDGE MANAGEMENT Manage and maintain national level CWB databases and technical programme datasets. Support technical teams to use CWB and monitoring data effectively for proposal development, national strategy formulation, and programme design. Ensure effective implementation of Horizon/iMPAQ as the national knowledge management system. Establish and maintain TP-specific databases, including updated demographic data to support decision-making. Disseminate monitoring analysis and learning products to relevant stakeholders. INTERNAL AND EXTERNAL LIAISON AND COORDINATION Coordinate with technical specialists to promote best practices in MEAL. Support zonal and AP MEAL staff to effectively plan and implement MEAL events. Facilitate communication of monitoring and evaluation results across technical, zonal, and AP teams. Foster a learning culture that promotes cross-learning, documentation, and knowledge sharing. KNOWLEDGE/QUALIFICATIONS FOR THE ROLE At least 5 years of progressive experience in programme/project monitoring and evaluation At least 5 years of general experience in programme/project planning and surveying Teaching and training experience Bachelor’s degree in any discipline Bachelor's degree in social science or computer studies (preferred) Competent in use of computer programs including Word, Excel & PowerPoint, GIS, SPSS, STATA, KOBO, Data Studio, etc. Good planning and organizing skill Good team player: good communication, persuasion and cooperation skills Ability to perform well in cross-cultural and multi-religious work settings, work autonomously, and learn quickly Good report writing skills Station at National Office with travelling expected Good command of Myanmar & English.
