JOB DESCRIPTION

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Technology Deployment Services (TDS) works with the three agencies (DHS/HRA/DSS) by providing infrastructure solutions, conducts research, develops advanced technology solutions, and provides solutions throughout the entire lifecycle of product-reliant systems, from acquisition through sustainment.

Information Technology Services/Office of Technology Deployment Services (TDS) is recruiting for one (1) IT Project Specialist, to function as Senior Mobile Administrator, who will:

  • Assess, analyze, and implement new mobile technology and equipment through consultation with vendors, DoITT, and ITS management.
  • Plan and create schedules for upgrades and replenishments of mobile devices. Also provide Agency-wide training on the use of the various makes and models of the devices as well as any required training that includes using the features and navigating the network.
  • Provide management with technical expertise in the planning, installation, modification, and configuration of mobile technology devices throughout the HRA/DSS/DHS facilities and staff; research, tests, and recommends the purchase of computer equipment and associated requisite software products necessary to maintain or enhance the Mobile Technology.
  • Create and provide day-to-day oversight and leadership of various plans to upgrade mobile telephones, mobile data hot spots, laptops, tablets, and other devices utilizing knowledge and practice of Servers, PCs, and MACs operating systems and all type of mobile devices; coordinates, tracks, and reports on project tasks such as support assistant, new needs, upgrades and provide progress to management, stakeholders, and relevant teams.
  • Coordinate all required resources to provide solutions and responses to high-level technical operational issues to resolve end user related problems; diagnoses complex hardware or software problems involving complex systems, operations, and data telecommunications equipment. Performs software and operating systems upgrades as needed.

Hours/Shift:
Monday to Friday; 9:00AM to 5:00PM

MINIMUM QUALIFICATIONS

  1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  4. Education and/or experience which is equivalent to “1”, “2”, or “3” above.

PREFERRED SKILLS

  • Excellent leadership skills, including the ability to develop and communicate a vision that inspires and motivates staff while aligning with overall IT and business strategies. - Expertise in enterprise mobile device management, including large-scale deployment, configuration, and administration of MDM platforms (Workspace ONE, Intune) proficient in vulnerability remediation and end-user support for over 15,000 mobile devices. - Comprehensive understanding of IT infrastructure operations, with hands-on experience in mobile security compliance, device lifecycle tracking, and inventory management. - Strong ability to build partnerships with both business units and application development teams, demonstrating the strategic value of IT infrastructure across the enterprise. - Effective influencing and negotiation skills in environments where key resources may not be under direct control. - Excellent analytical, strategic thinking, planning, and execution skills. - In-depth understanding of current and emerging cloud infrastructure technologies and practices, with the ability to assess how they are leveraged across industries and identify opportunities for continuous improvement. - Excellent verbal and written communication skills, with the ability to convey technical concepts clearly to stakeholders at all levels.
