MINIMUM QUALIFICATIONS:
Education/Experience: Equivalent combination of 12 years of education and experience after completion of high school. Education and experience must be in such as computer science, information technology, information systems, cybersecurity, data science, computer engineering, or related fields.
License/Certification: None.
OTHER REQUIREMENTS:
Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
Designs, plans and implements complex IT projects requiring coordination with management, State of New Hampshire IT staff, service providers and various vendors. Manages the implementation of the project including assignment of duties, systems installation, and integration and testing.
Performs needs assessment from customers, management, and other potentially integrated systems. Coordinates with the Division IT Manager and other Senior Technical staff for feasibility assessment, final system design and implementation plans.
Monitors network systems for performance, capacity, event handling, and technical issues. Designs and recommends changes to these systems to either improve performance or decrease the risk of failures. Monitors systems evaluating overall system design for potential consolidation of workloads and sharing of common equipment in a secure and reliable manner, utilizing “Best Practice” tools.
Coordinates with other Senior Technical staff for the design and deployment of cyber security models to protect internally and externally the various network resources. Coordinates the Senior Staff to create and implement security policies, reviewing for compliance with the implemented policies.
Streamlines systems operation functionality security, and maintenance of all network systems supporting DESC. Coordinates research efforts regarding new technology specifically accounting for long and short term strategy and/or capacity, developing resolutions for issues.
Develops documentation, standards, and procedures related to the maintenance of complex IT systems. Trains other Technical Support Staff, DESC users, and DESC customers on these procedures ensuring the documentation evolves as the systems evolve. Responsible for configuration, maintenance, support, and training of propriety 9-1-1 Call or emergency service request for processing systems sand functional elements. Coordinates remediation efforts by overseeing state technical staff, multi-state agency representatives and contracted Vendors.
Provides helpdesk support for all of DESC supported systems including on-call responsibilities supporting after normal duty hours for both 9-1-1 Call Centers.
Designs and oversees the network connectivity and security to other State of NH agencies, Municipal agencies, outside providers, contracted vendors, and the public.
Responsible for the design, configuration, troubleshooting, maintenance, and support of internal VoIP solutions as well as integration with external resources, including Session Border Controls, support for LAN/WAN [HSRP, QoS, VLAN’s, Bandwidth modeling] and VoIP infrastructures.
