We provide ALS, BLS, and Critical Care Transport services across multiple states, operate an active federal contract portfolio, and run a dedicated wildland fire and disaster response team under USDA Forest Service Blanket Purchase Agreements. All employees are direct W-2 hires — no agencies, no contractors. This position supports our newly awarded U.S. Army contract (W81K0026CA004) providing 24/7/365 ground ambulance emergency response services at Fort Leavenworth, Kansas. Job Description Position Summary The Senior Paramedic / On-Site Program Manager is EMS Unlimited's full-time, on-site leader at Fort Leavenworth and the primary point of contact for the U.S. Army COR, LTC Douglass, and Fire Chief Hensley. This individual owns all day-to-day contract performance — staffing, scheduling, clinical quality, logistics, compliance, and government relations — and must carry sufficient corporate authority to resolve contract situations on-site without delay. This is a senior leadership role for a credentialed paramedic ready to step into program management on a federal DoD contract. It is a full-time, off-truck position focused on program execution, team leadership, and government client management. The right candidate gets to build something: run a federal EMS program at one of the Army's most historic installations, lead a dedicated crew, and be the face of EMS Unlimited to the Department of Defense. Location Fort Leavenworth, KS — Fire Station #2 (on-site required) Schedule Full-time on-site — available 24/7 for contract emergencies Employment Type Full-Time W-2 Employee Contract Exclusivity 100% dedicated to W81K0026CA004 — no other contract assignments Reports To EMS Unlimited's President & CEO Duties and Responsabilities Government Contract Leadership Serve as EMS Unlimited's primary on-site representative for the COR, LTC Douglass, and Fire Chief Maintain sufficient corporate authority to resolve all contract situations, performance issues, and disputes on-site Provide written COR notification of personnel changes at least 5 business days before any change takes effect Attend all COR-requested meetings and performance reviews; document outcomes and drive follow-up Manage monthly FFP invoice submission and all government-required performance documentation Staffing & Scheduling Plan and manage all crew scheduling to maintain 24/7/365 two-person ALS coverage with a 98% fill rate Build and maintain 24/48 or 48/96 schedules in Humanity for all clinical staff Manage float paramedic and PRN utilization to cover gaps Coordinate hiring pipeline with EMS Unlimited HR; onboard and in-process all new personnel Clinical Quality & Credentialing Ensure 100% of personnel maintain current, valid, unrestricted licensure and certifications at all times (PWS 100% compliance threshold) Submit credentials packages to Munson Army Health Center Quality Team prior to any personnel start Oversee 24-hour ePCR QA/QI review; escalate clinical concerns to Medical Director Implement and manage the Quality Control Program including Day 14 review and monthly Safety Committee Liaise with Medical Director on protocol compliance, scope of practice, and standing orders Logistics & Compliance Oversee daily vehicle readiness; confirm and document PSTrax shift checks Manage controlled substance inventory, DEA compliance, and chain of custody in PSTrax Maintain ALS supply PAR levels; coordinate procurement and restocking Ensure all staff complete government-mandated training within required timelines Enforce SCA compliance — verify payroll, H&W fringe, and paid sick leave records Maintain all SOG acknowledgments, credentialing records, and compliance documentation in ClickUp Serve as 24/7 after-hours emergency POC for the government client Compensation $95,000 annual equivalent Health and Wellness benefit of $881/month This position is covered under the Service Contract Act (SCA), which requires EMS Unlimited to provide a Health & Welfare (H&W) benefit of $5.09 per hour worked. H&W is a federally mandated fringe benefit — it is not discretionary. The $5.09/hr can be applied in one of two ways: it can be directed toward your share of the company's medical benefits plan (health, dental, vision), effectively reducing or eliminating your out-of-pocket premium cost; or, if you waive employer-sponsored coverage and provide proof of other qualifying coverage, it can be paid to you as cash in lieu of benefits, added directly to your paycheck. Either way, you receive the full value — it is part of your total compensation, not a deduction from your base pay.
