Description DTSV is looking for a Senior Payroll Specialist. Under general direction from the Controller, the Sr Payroll Specialist is responsible for all tasks necessary to accomplish the organization's multi-state, multi-entity payroll processing objectives with a high degree of accuracy and confidentiality. This position requires an extremely detail orientated person with significant knowledge of payroll administration, including state and federal regulations. This position supports and processes all payroll related time entry, tax deposits, reports, benefit deductions, W2s and audit document requests and works closely with HR in onboarding, ACA compliance and employee inquiries. Essential Job Functions & Responsibilities: • Prepare and process bi-weekly payroll for multiple locations with different requirements based on contract terms while complying with established deadlines using third-party payroll system. • Collect, compile and enter payroll data using appropriate software. (is this for SL?) • Manage compensation packages using payroll software including the updating of payroll records for changes in pay rates, employee status, insurance coverage, leave, and other related items. • Collect and verify timekeeping information utilizing Paylocity and TCP, for all employees and consult with appropriate individuals on any discrepancies. • Monitor, investigate, and correct payroll discrepancies and errors. • Respond to payroll queries from employees and outside third parties within appropriate timelines and guidelines. • Work with Finance and Human resources department to produce required bi-weekly, monthly, quarterly and year-end reporting. • Ensure compliance with federal, state and contract regulations and guidelines. States extend beyond Virginia. • Prepare Journal entries (is this different than above? Are we limiting to JE’s or do we also want the ability to reconcile payroll related accounts on at least a monthly basis?) • Correctly Process Bankruptcy, Child Support and other Garnishment deductions/remits. • Monitor, add and/or delete state registrations for all states as required. Requirements • Minimum of 5 years’ experience in supporting payroll/finance department. • Hands-on experience with payroll/accounting software (experience with Dynamics SL and Paylocity preferred but not required). • Experience in a government contracting environment with contracts subject to the Service Contract Act (SCA) and Unions is highly desired. • Understanding of basic accounting principles and internal controls. • Solid understanding of federal and state wage and hour laws including payroll, taxes, withholding, deductions and garnishments and including states other than Virginia. • Experience in Human Resources desired, but not required. • Demonstrates strong communication skills and attention to detail. • Demonstrates strong organization skills. • Demonstrates ability to work well with others. • Ability to maintain strict levels of confidentiality in handling sensitive information. • Flexible, willing to take on more responsibilities as needed, and devote time necessary to meet deadlines • Strong computer skills including use of VPN/remote network access and Microsoft Office 365 suite (particularly Teams, Outlook, Word, and Excel). • Must be able to pass a background and credit check • Must be eligible to work in the US Work/Education Requirements: • Bachelor’s Degree in accounting or related field preferred. • Certified Payroll Professional (CPP) or other relevant certification or extensive experience as outlined above will be considered appropriate substitution for degree. PHYSICAL DEMANDS & WORK ENVIRONMENT Manual dexterity is required for standing, stooping, sitting (on chairs & floor when necessary), reaching, climbing, twisting and lifting. Must be able to lift up to 25 pounds on a regular (but not daily) basis. Eyesight must be correctable to 20/60 in each eye. Work in an office environment. May share a single office with one or more other employees. Work schedule is flexible with weekday core hours of 9:00am to 3:00pm. Must be able to adjust schedule to accommodate payroll processing and filing deadlines. This is an in-office position. Hybrid work may be considered after six months but is not guaranteed.
