Description

The Senior Planner, VISSC is responsible for the planning, execution and closure of all work on the Submarine Program for Victoria Shipyards. The Senior Planner is responsible for the preparation of labour, material estimates, and sub-contractors quote for bid inquiries received from Babcock Canada. This position is also responsible for the preparation of all production manageable tasks ensuring all relevant standards and requirements are incorporated (C-23 SUB SAFE / ISO / NES / SSPC…).
The Senior Planner reports to the Victoria Shipyards Planning and Estimating Manager, reporting on progress for all activities, issues with content and workload for their direct reports. The Senior Planner, VISSC is responsible in all aspects of work associated for the administration, planning, bid preparation and preparation of work associated with Work Elements and Activities assigned to Project Controller team and the production of all Manageable Tasks from the original work scope and subsequent changes, including interface with Babcock Canada, OEM and sub-contractors. Responsible for the management of the Project Controller team, to include the setting of weekly Targets and Objectives, and preparation and reporting of Activity status for the 14 week “look ahead” meeting. The Senior Planner is overall responsible for the closure and completeness of all work conducted with all specifications and standards in accordance with VISSC Quality Plan prior to review by the Quality Cell and subsequently Babcock Canada Quality Support Team (QST) and Material Certification groups.

Responsibilities
  • Ensure that labour and material estimates are properly prepared for docking, submarine maintenance and repair, Engineering Changes and new constructions/fabrication estimate requests based on accurate evaluations of owner-supplied specifications, terms and conditions, detailed or outline specifications, drawings, sketches, or following verbal instructions. This involves soliciting pricing from suppliers, consulting with shipyard personnel, contractors, regulatory bodies and trades, and applying general and specific knowledge of the work to be performed gained from past experience and analysis, to determine man-hour and material requirements and calculate the overall costs for the project.
  • Ensures that all activities are prepared for execution of submarine repair taskings complete with mandatory inspection points and all requirements are communicated to the Project Controller team for implementation.
  • Communicates with owners/customer representatives, Planning and Estimating Manager, Production Managers and Project Controller team throughout the planning/ bid process, after the EDWP contract is awarded, and during vessel refits, to ensure a clear understanding of the scope of work and to identify other potential work arising from the project.
  • Carries out calculations (e.g. areas, weights, lengths, capacities, etc.) to form the basis for estimates and uses knowledge of Classification and Ship Safety Regulations to determine appropriate dimensions, materials, and equipment, if not specified.
  • Ensure and assist the Project Controller team to properly research specialized products, equipment and systems, provide the Logistic Supervisor with the relevant information and requests, for obtaining pertinent information and cost. Assesses the suitability of all items for the project and tasks at hand.
  • Liaise with Customer Material Planning, Change and Project Teams and review any issues with their availability.
  • Provides VISSC management with summaries for estimated labour and material and overviews of work content, including work requiring special consideration with regard to complexity, time requirements, and non-availability of products or services.
  • Provides, training, technical, support and administrative assistance to the Project Controller team, production department by gathering customer contact information, maintaining estimating records and files, and sourcing and obtaining quotes, ensuring that work can be completed on time.
