The Energy Policy Division is responsible for energy, mines, and minerals policy development and program design. It engages with a wide variety of resource development partners including various levels of government, industry, and a wide spectrum of Alberta communities and Indigenous Peoples.
The Resource Development Policy Branch under the Energy Policy Division leads sub-surface natural resource policy development across Alberta’s upstream and emerging resources sectors. This includes policy framework for coal, oil sands, oil and gas tenure and royalty, carbon capture and storage and enhanced oil recovery policy as well as new policies for resources such as minerals, geothermal, helium and subsurface injection (i.e. oilfield disposal, and carbon sequestration).

Responsibilities

The Ministry of Energy & Minerals is currently seeking an agile and driven Senior Policy Analyst to join their Resource Policy Innovation Unit within the Resouce Development Policy Branch to contribute significantly to the management of the cumulative impacts of mines and minerals development, socio economic benefits for Albertans, and support special projects.

Reporting to the Director, Resource Policy Innovation, the Senior Policy Analyst will amongst other duties perform:

  • Policy Development and Legislative support: Lead in the development of expert advice and recommendations on policies concerning Alberta’s energy minerals and resources focusing specifically on resource development and successful deployment of subsurface injection activities in Alberta. Identify gaps in policy needs, provide analysis on pertinent areas, anticipate challenges, and proactively mitigates concerns.
  • Strategic Research and Advisory: The Senior Policy Analyst will leverage advanced research and analytic skills to provide expert, strategic advice to senior management and staff, aiding in the development of policies, legislation, and regulations to meet provincial and federal objectives.
  • Stakeholder Relations: Participate and represent the Branch/Division in departmental, intergovernmental and industry committees as needed pertaining to mines and minerals policy development as well as ensuring effective working relationships with the various groups. Collaborate and support executive level stakeholders in decision making.
  • Project Management and Leadership: Lead projects for policy development and implementation initiatives, such as development of terms of reference, project planning, project budgeting, stakeholder identification, project monitoring and reporting, working with cross-functional and cross-divisional teams and stakeholders. Successfully anchor multiple projects and programs addressing diverse regulatory objectives.
  • Issue Analysis and Advisory: Assess and prioritize issues, conduct thorough research, coordinate information, and render accurate advice to Branch Leadership on existing and emerging issues.
  • Continuous Improvement: Identify and implement process improvements to optimize policy development and implementation across the Branch.
  • Reporting: Prepare reports, recommendations, briefing materials, and make presentations to internal and/or external stakeholders for information and/or decisions. Synthesize and translate critical information for policy and informational use.

The incumbent must be agile and able to successfully take on emerging responsibilities as the role evolves, as well as demonstrate excellent leadership skills, outstanding communication skills, and the ability to strategically align unit goals to the overall goals of the department. Adaptability and systems thinking are critical skills in this position to adjust to changing priorities and assignments as well as ability to facilitate collaborative discussions that drive toward solutions. This position demands a high attention to detail, strong organizational and planning skills, political acumen, and an ability to prioritize and deliver on multiple ongoing projects and deliverables.
