We’re focused on outcomes that deliver more choice, connections and confidence in our travel, ensuring the whole transport network works as one to deliver better services and outcomes.   About the Role Fixed Term Opportunity until 29 January 2027 The Senior Policy Analyst will play a central role in the development of the Regulatory Impact Statement (RIS) for Environment Effects Statement fees, supporting reforms to modernise Victoria’s environmental assessment cost framework. The role will undertake policy analysis, economic assessment, regulatory design, and stakeholder engagement to support evidence-based fee reforms and deliver best-practice regulatory products aligned with the requirements of the Subordinate Legislation Act 1994. This position will lead research, prepare policy options, coordinate consultation, analyse regulatory impacts, and make a significant contribution to drafting the RIS, ensuring recommendations are robust, transparent, and meet Victorian Government regulatory practice requirements. The role requires experience in regulatory policy development, cost-benefit analysis, economic modelling, or regulatory reform, as well as excellent communication skills to work collaboratively with internal and external stakeholders across government, industry, and community. To access the Position Description, please click here.   Position Outcomes / Accountabilities Develops briefs on highly complex issues, providing options for discussion and consideration, andl contributes to the development of of final options, including regulatory policy, fee reforms and legislative instruments. Leads and manages projects from planning through to delivery.Prepares and contributes to Regulatory Impact Statements andequivalent impact analyses Applies knowledge of the Subordinate Legislation Act, the Victorian Guide to Regulation, and RBM methodology, or rapidly develops expertise in comparable frameworks. Analyses legislation, assess fee models, evaluates policy options, and identifies preferred regulatory approaches. Undertakes cost-benefit analysis and synthesise evidence into policy recommendations. Prepares technical reports at an advanced level. Engages with stakeholders to understand issues, impacts and perspectives. Writes high quality policy papers, decision briefs and instructions for legislative and regulatory drafting.   Key Selection Criteria The DTP is seeking a motivated professional with strong stakeholder management skills who can build collaborative relationships, monitor satisfaction, and address issues constructively. The role requires applied critical thinking, problem solving, and project delivery capabilities to plan, coordinate and monitor work, while contributing to policy development and aligning activities with organisational strategy. The successful candidate will work collaboratively, support others in challenging situations, and help guide strategic planning processes to achieve team and organisational objectives.   Qualifications and Experience Mandatory Experience in policy development and/or regulatory reform in a government context. Demonstrated experience in preparing impact analysis, policy options or RIS. Desirable Qualifications in public policy, economics, law, environment, government, or related field. Experience in cost-benefit analysis, economic modelling, or fee design.
