Job Description:

QUALIFICATIONS

Specialized Knowledge and Experience

  • Demonstrated knowledge of the structures, operations, programs and products of the pension sector and understanding of FSRA’s mandate as a principles-based integrated regulator.
  • Proven expertise in policy development principles/processes, project management and the interpretation and application of Ontario pension legislation and relevant regulations and policies to lead concurrent large-scale strategy development and legislation/policy initiatives.
  • Demonstrated knowledge of consumer-centric and principled based regulatory policy development to achieve harmonized regulatory outcomes in an integrated regulatory environment.

Skills

  • Proven leadership skills to establish/lead expert advisory committees and project teams of internal staff and external industry experts.
  • Demonstrated skills to identify and lead the analysis of a wide range of high profile and diverse and emerging industry and public stakeholder trends, issues and needs requiring policy response.
  • Demonstrated presentation and facilitation skills to explain and promote a policy position or strategic options and to present research results/analyses to executives.
  • Demonstrated written communication skills to prepare complex analyses, detailed strategies, policy frameworks, policy submissions and presentation materials.
  • Proven relationship management and consensus building skills to develop and maintain key stakeholder relationships and partnerships and to represent FSRA on inter-jurisdictional committees.

Responsibilities

As a member of the Policy Team, you will provide expert technical and strategic advice and leadership in the development of solutions and recommendations on FSRA related pension regulation in Ontario as they pertain to the overall policy direction and regulatory framework and related legislation, policies and issues.

The Policy Team includes a number of different sectors including:

  • Auto / Property & Casualty Insurance
  • Life and Health Insurance
  • Mortgage Brokers
  • Financial Planners/Advisors
  • Credit Unions
  • Pensions

We are currently hiring for a Senior Policy and Technical Lead in the Pensions area.

Additional duties will include:

  • Leading and/or providing pension policy and regulatory thought leadership, advice and technical expertise for the establishment of expert working/advisory committees at the provincial and national levels.
  • Leading the conceptualization, development, implementation, evaluation and negotiation of strategies, business plans, and service objectives to drive FSRA’s pension policy and oversight agenda, legislative/regulatory framework and related policies.
  • Acting as a special advisor/technical expert for the development, implementation and revision of pension legislation, policies, processes, qualitative/quantitative performance indicators, benchmarks and risk assessment/management measures to support the regulation and oversight of pension plans in Ontario.
  • Providing authoritative strategic policy advice and technical expertise to the executive leadership team on legislative, policy and regulatory strategy options, solutions and recommendations to address current and emerging pension sector and regulatory issues in Ontario and other jurisdictions.
