JOB SUMMARY

The Project Delivery Centre of Excellence has grown significantly since its creation in June 2020 and consists of the following expertise: Portfolio Management, Assurance, Benefits, Business Change and the PD Profession. This is an exciting time to join us, and there is much to do.
The Senior Portfolio Advisor role is one of two at this grade that will work across these functions and help to provide much needed capacity to test, adapt and improve project delivery across the department. We have a current vacancy and we are looking for a candidate who is interested to join our team to play a key role in guiding how DCMS operates its project delivery function. This is a challenging and varied role, with scope for significant learning on portfolio, programme and project management.

Responsibilities

YOU WILL CONTRIBUTE TO THE FOLLOWING DUTIES, SOME OF WHICH MAY BE DISTRIBUTED WITHIN THE WIDER TEAM ACCORDING TO BUSINESS NEEDS. PLEASE NOTE THAT THIS LIST IS NOT EXHAUSTIVE:

  • Work with the team to embed sound project delivery understanding and practice on areas such as project delivery capability, change management, programme reporting, benefits management, assurance and risk.
  • Provide advice and support to projects across all areas of departmental delivery, including sponsorship policy and capital investment.
  • Contribute to the governance of our major programmes by supporting the work of the Delivery and Risk Committee (DRC), monthly reporting insight and analysis of GMPP data.
  • Work with the team to provide leadership for strategic long term roadmaps for the Project Delivery function.
  • Collaborate on a prioritised schedule of risk and assurance reviews for a wide range of projects including our major projects, tier C (departmental priority) and corporate change projects. Provide cross-cutting analysis from the assurance programme (eg on resourcing, dependencies) and assess progress on the implementation of recommendations.
  • Create a culture of learning by contributing findings, experience and lessons learnt to the Project Delivery Community of Practice to spread good practice across the Portfolio.
  • Support the development of the Project Delivery Profession and promote learning and development activities.
  • Work with the Business Change functions across the organisation, ensuring individuals understand their roles and responsibilities and have access to the right training, tools and development.
