Duties and Accountabilities: The Senior Portfolio Manager will be part of the US Fixed Income team (USFI) team and report to the head of the USFI team located in Washington DC. The USFI team is part of the global asset management operations managed by the Manager of TREAM in Washington DC. The Senior Portfolio Manager will be expected to undertake the following roles in addition to contributing to other Treasury initiatives as needed. • Investment Strategy and Portfolio Management: Lead the design, development, and implementation of investment strategies and portfolio construction for fixed-income portfolios managed by the US Fixed Income Desk, with a focus on U.S. government securities and high-grade credit markets. Ensure alignment with approved investment objectives, risk tolerance, and applicable asset and/or asset-liability management (ALM) frameworks. • Market Analysis and Investment Decision-Making: Undertake rigorous analysis of macroeconomic developments, monetary policy, interest rate dynamics, and credit markets to inform strategic and tactical asset allocation decisions. Translate market views into portfolio positioning, including duration, yield curve, and sector allocation strategies. • Product Development and Innovation: Develop and implement new trading strategies, financial instruments, and quantitative models/tools to enhance portfolio performance, risk management, and operational efficiency, in line with institutional guidelines. • Investment Universe and Counterparty Management: Identify and assess new eligible asset classes, instruments, and counterparties to broaden the investment universe, improve diversification, and enhance risk-adjusted returns, while ensuring compliance with internal policies and risk limits. • Risk Management and Performance Monitoring: Monitor and manage portfolio risks, including interest rate, credit, liquidity, and counterparty risks, ensuring adherence to established risk parameters. Conduct regular performance analysis and attribution, and recommend adjustments as needed. • Portfolio Review and Governance: Support the periodic review of portfolios under management, including the preparation of high-quality analytical materials and presentations for senior management and investment committees. Contribute to the formulation of investment policy recommendations and asset allocation proposals. • Client and Stakeholder Engagement: Collaborate with internal stakeholders and business partners to support client mandate implementation, portfolio adjustments, and ongoing relationship management, ensuring alignment with client objectives and institutional priorities. • Market Execution: Contribute to the efficient execution of transactions in global fixed-income markets, ensuring adherence to best execution practices and maintaining effective relationships with market counterparties. • Knowledge Sharing and Capacity Building: Lead and participate in technical advisory engagements, workshops, and knowledge-sharing initiatives with official sector asset managers and partner institutions, contributing to capacity building and dissemination of best practices. • Team Development: Mentor and support junior staff, fostering knowledge transfer, professional development, and a collaborative team environment. • Cross-cutting Contributions: Contribute to Treasury-wide initiatives, including process improvements, analytical enhancements, and strategic projects, as required. • Compliance and Controls: Ensure full compliance with internal policies, guidelines, and control frameworks, maintaining high standards of fiduciary responsibility, transparency, and accountability. Selection Criteria • Masters Degree in Business, Finance, Economics, Mathematics, Statistics or related field with minimum 8-10 years of relevant experience preferably in asset management. Professional certification in CFA is a plus. • Excellent knowledge of global fixed income markets. Deep understanding of other asset classes is desirable. • Strong quantitative, qualitative and credit analytical skills, including familiarity with financial modeling techniques especially in quantitative modeling. • Knowledge of front office operations related to global fixed income, money markets and other financial instruments. • Experience with systems supporting trading activities including processes and controls surrounding the asset management business. • Excellent communication skills – both verbal and written. Experience giving presentations and communicating and interacting with a broad range of audiences is highly desirable. • Demonstrated ability to collaborate across multidisciplinary teams in order to foster strategic business partnerships. • Proven capacity to multi-task, deliver results and respond quickly and effectively to requests. • A quick learning ability with strong initiative and drive, as well as attention to detail. • Excellent team player with strong interpersonal skills, and commitment to work in a team-oriented, multi-cultural environment with the highest ethical standards. • Familiarity with other languages is a plus.
