The Agile Hardware Solutions (AHS) Department strives to develop, mature, and deploy advanced product development capabilities across the Raytheon Hardware Engineering group, enabling the business to deliver high quality work products at competitive discriminating velocity & cost. AHS also partners heavily with the Configuration and Data Management functional disciplines to ensure the highest levels of velocity and efficiency through the product release life cycle, while ensuring the highest level of quality and rigor of the design to exceed customer requirements and satisfaction.
The Agile Hardware Solutions (AHS) Department seeking a Senior Principal Jurisdiction and Classification Engineer. You will become a member of the Export/Import (EXIM) Engineering Team.

QUALIFICATIONS YOU MUST HAVE

  • Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics, and 10 years of prior relevant experience.
  • Experience challenging Jurisdiction and Classification Assessment (JCAs), adhering to the Order of Review (OOR) as outlined in the U.S. Government (USG) U.S. Munitions List (USML), and/or Commerce Control List (CCL).

QUALIFICATIONS WE PREFER

  • Strong computer skills, including understanding and proficiencies in MS Office applications Excel, PowerPoint, Word, and Access.
  • Experience with JCA Tools (e.g., OCR, xClass) and/or Common PDM (cPDM)/Windchill.

WHAT YOU WILL DO

  • Be a key contributor to the EXIM Engineering Team by conducting difficult and complex technical assessments (JCAs) related to the export controls to ensure compliance with government regulations in accordance with Raytheon policy and guidelines.
  • Act as a Strategic Business Unit (SBU) point of contact (PoC).
  • Provide guidance and influence others on U.S Export Controls - including policies, procedures, and classifications.
  • Work with minimal oversight from manager and assist with difficult and complex Export Classifications.
  • Support Global Trade (GT) organization by responding to JCA questions and information provided by USG agencies including Directorate of Defense Trade Controls (DDTC), Defense Technology Security Administration (DTSA), Bureau of Industry and Security (BIS).
  • Initiate and coordinate Technical Exchanges with Engineering/GT to solve complex topics and interpretations with the ITAR/EAR.
  • Interface with other engineering disciplines, non-technical disciplines (e.g., Global Trade), and suppliers to arrive at the correct and compliant export classification.
  • Contributes and develops goals for the team.
  • Assists or manages bids, financial planning, resource planning, or Earned Value (EV) metrics.
  • Be present at all team meetings, program review (e.g., Jurisdiction Commodity and Classification Board (JCCB)), and teleconferences as required.
  • Work with other JCA COE teammates to enhance continuous learning, regulatory knowledge, and improved best practices within the JCA COE.
