Job Description:

QUALIFICATIONS

Specialized Knowledge and Experience

  • Demonstrated knowledge of procurement public and private sector procurement principles, methods and practices to provide expert advice and guidance to clients in the management of procurement initiatives, in planning and managing large-scale enterprise-wide procurement initiatives and in developing RFP specifications.
  • Demonstrated knowledge of qualitative and quantitative research and risk assessment methodologies and techniques to identify, analyze and assess risk to FSRA, to mitigate risks and to develop/recommend options and solutions.
  • Demonstrated knowledge of practices related to contract agreements to assess risks and advise clients in business decisions for procurement.
  • Some knowledge and experience with computerized procurement systems
  • Experience with MS Office Suite (Word and Excel), Power BI, Workday , SharePoint

Skills

  • Proven communication, consultation, and advisory skills to provide advice to procurement processes, interpretation and application of policies and to provide advice on options and risks.
  • Proven negotiation skills to negotiate contracts with vendors and resolve procurement problems with vendors and suppliers.
  • Proven analyzing and problem-solving skills to identify, analyze and evaluate client business cases, plans and RFP documents.
  • Proven written communication skills to prepare project plans, procurement documents and policy recommendations.

Responsibilities

As a member of the Procurement Team, you will provide advisory services on complex procurement initiatives, policies, processes and procedures to facilitate FSRA wide procurement of goods and services including product standardization, consolidation, and policy development.

Additional duties will include:

  • Providing whole-cycle procurement consulting services to effect consistency and quality assurance with regards to vendor selection, contract negotiation, related legal/contractual standards, policies and processes.
  • Planning and leading major procurements by undertaking needs analysis, specification development, evaluation processes, and determination of appropriate procurement approvals.
  • Experience with sourcing activities related to information technology and professional services .
  • Providing advice on enterprise wide vendor of record (VOR) arrangements and client lead procurements.
  • Preparing, developing, and/or commenting on large procurement business cases and requests for proposal.
  • Analyzing business and financial risks to ensure FSRA accountability for fair, open, competitive, and transparent procurement processes.
  • Training/advising peers and colleagues on procurement processes and procedures
  • Developing, recommending and supporting procurement and related policy initiatives.
