About the Role We are looking for a Senior Procurement Engineer to manage the full procurement lifecycle and contract administration of our Waste-to-Energy Operations & Maintenance plant in Dubai. This position plays a key role in ensuring cost efficiency, operational reliability, supplier performance, and full compliance with company and audit standards. Key Responsibilities Procurement Operations Manage the end-to-end procurement process: PR review, RFQ, tendering, evaluation, negotiation, PO issuance, and expediting. Drive continuous improvements to ensure suppliers consistently meet on-time delivery, cost, and quality targets. Execute savings and optimization projects in collaboration with the operations & Maintenance Managers. Implement framework agreements and long-term sourcing strategies to secure competitive pricing and supply continuity. Manage both local and international procurement, including shipping and customs clearance. Contracts & Compliance Lead pre-qualification, tendering, evaluation, and award of service and supply contracts. Draft, review, and administer contract terms and variations to ensure commercial protection and compliance with company policies. Monitor contractor performance and enforce contractual obligations. Coordinate closely with engineering, planning, finance, and legal teams to align procurement and contract activities with project budgets and schedules. Performance & Governance Maintain complete documentation for full audit readiness. Support sourcing for CAPEX and major maintenance contracts when required. Identify and implement process improvements in procurement and supplier management. Candidate Profile Education & Qualifications Bachelor's or master's degree in mechanical engineering, Supply Chain, or a related technical field. Professional certification (e.g. CIPS) is an advantage. Experience 10 15+ years of relevant experience in procurement and contracts management, including O&M or EPC environments. Proven experience in industrial or energy projects (waste-to-energy, power, utilities). Strong exposure to purchasing, inventory management, and supplier development. Experience in the GCC is required. Skills & Competencies Strong negotiation and analytical capabilities. Excellent understanding of procurement strategies. Reliable, independent, and structured approach to work. Excellent communication and stakeholder management skills. High integrity, transparency, and ability to work under pressure. Proficiency with EAM/CMMS systems (Infor preferred) and MS Office. Fluency in English.
