JOB DESCRIPTION

We are seeking an experienced Procurement Manager to lead a team of Buyers in managing contracts with various government agencies. The successful candidate will have a strong background in procurement or supply chain management, excellent negotiation and communication skills, and the ability to manage staff and resources effectively. This is a key leadership role that requires a high level of expertise, strategic thinking, and collaboration with internal and external stakeholders. This position requires working in the office at least three days a week.

Responsibilities:

  • Actively participate in proposal efforts for major contracts
  • Participate in supplier negotiations and execution of agreements, including materials and services
  • Review and negotiate legal terms and conditions
  • Ensure compliance with procurement policies and procedures, and advise internal customers and program management on supply chain-related matters
  • Manage geographically dispersed staff for direct and indirect procurements
  • Provide leadership and guidance to staff, including mid-year and end-of-year performance reviews
  • Represent the procurement function in meetings with suppliers, program management, and other stakeholder functions
  • Analyze data and present procurement metrics to effectively manage staff and operations

REQUIRED EDUCATION, EXPERIENCE, & SKILLS

  • Bachelor’s degree with 7+ years of experience in Procurement or Supply Chain Management
  • Experience in reviewing and negotiating terms and conditions for all types of vendor agreements
  • Working knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), contract law, and price analysis techniques
  • Previous experience in a government procurement environment, including CPSR policies and procedures
  • Excellent communication, interpersonal, and writing skills
  • Ability to make decisions using sound judgment and critical thinking while complying with policies, procedures, and applicable laws and regulations
  • Proficient in Word, Excel, and PowerPoint

PREFERRED EDUCATION, EXPERIENCE, & SKILLS

  • Experience with Deltek Costpoint ERP system and Cognos Reporting
  • Working knowledge of IT software and hardware agreements
  • Basic understanding of Artificial Intelligence applications
