Please visit our website: www.turnerandtownsend.com Job Description The Senior Procurement Support will be responsible for assisting in the procurement of the M500 Contract ensuring alignment with the project and commercial strategy. They will support the M500 Procurement team 1) to develop PQQ and ITT documentation including all aspects of the tender dialogue, 2) to manage PQQ and ITT tender evaluation processes and 3) to oversee that the M500 Contract procurement maximises value for money and ensure compliance with EU and Irish procurement law. Principal Accountabilities: Support in the management of the development and production of the procurement documents for both the pre-qualification and selection stages of the procurement of the M500 Contract including liaising with the legal advisors. Support in the management of the approval process for tender and documents including NTA approvals and briefings. Co-ordinate the process for responding to tenderer’s clarifications which shall include management of clarification trackers, coordination with the relevant Directorate functions to draft responses and liaising with legal advisors during the clarification period where required in order to mitigate any legal challenge or procurement process risk. Support in the management of the PQQ and ITT evaluation process including development of evaluator training material, and monitoring progress during the evaluation process. Coordinate the input of other Directorate functions in relation to evaluation of M500 Contract PQQ and tender submissions. Manage and co-ordinate the technical workstream of the tender dialogue during the tender phase including all necessary preparation for the tender dialogue. Support in the drafting or shortlisting letters for Qualification stages and regret and success letter during selection stage of the procurements, coordinating with legal advisors. Experience: 10 years experience in a complex procurement environment with at least 5 years’ experience leading procurement activities across the project lifecycle through to procurement completion on a project of a similar scale / complexity Experience in the procurement of PPP / DBFOM Contracts Experience of tender dialogue / competitive dialogue process Experience in procurement of European procurement directives, EU public/utilities civil, contract law and construction procurement as a client or for client bodies Experience of preparing contract and tender documentation and specifications, evaluating and awarding tenders’, and contract award Experience of dealing with a range of stakeholders at all levels across an organisation to drive effective decision making and to obtain the necessary assurance and approvals of procurement documentation Skills: Proficient using Microsoft Office platforms. Strong ability to write, document, and maintain technical standards, guidelines, and workflows. Strong attention to detail and accuracy. Excellent oral and written communication and collaboration skills Ability to operate and execute effectively in a dynamic, fast-paced environment with multiple priorities and challenging deadlines. An ability to work effectively in a team environment. Ability to co-ordinate and communicate important information across various teams. Ability to work in a collaborative manner that is positive, open, transparent and is a clear and effective communicator. Ability to work proactively and independently.
