Own the procurement function end to end

Location: Singapore

Key Responsibilities

Support the development of procurement strategy, policies and processes, including KPIs, delegation of authority and approval workflows
Manage end-to-end tenders: RFx, bid evaluation, recommendation reports, negotiation, award and contract execution
Validate approvals, raise purchase requisitions and RFAs, and ensure accuracy before issuing POs
Lead commercial negotiations on major data centre construction, equipment and services packages
Drive year-on-year cost efficiency using should-cost, benchmarking and total-cost-of-ownership analysis
Build strategic relationships with key OEMs, contractors and service providers, and monitor supplier performance against SLAs
Lead OPEX bidding and vendor selection during the operations phase
Administer procurement / e-Procurement systems, and maintain procurement reports and dashboards for management
Ensure compliance with regulatory, ESG and internal control requirements, and manage supply chain risk on long-lead equipment

Qualifications & Requirements

Degree in Engineering, Supply Chain, Business or a related field; CIPS is an advantage
8+ years of procurement and sourcing experience in data centre, infrastructure, real estate or other capital-project environments
Hands-on track record of running end-to-end tenders
Strong commercial and negotiation skills, with proven cost savings
Self-starter, comfortable building processes from scratch in a fast-moving environment
Working knowledge of e-Procurement systems and requisition-to-pay processes
Willing to travel around the region (approx. 25%)
