This role is Open worldwide - remote, however if the candidate is based in Riyadh, KSA or Cairo, Egypt then it will be Hybrid. Role Summary This is a foundational leadership role to build and lead Soar's procurement function from the ground up. As the Senior Procurement Manager, you will be responsible for creating the entire procurement framework, including all processes, policies, and systems. In this hands-on role, you will lead high-stakes negotiations for all major purchases. A primary focus will be partnering with our Director of Enterprise Applications to manage the sourcing and commercial negotiation for our critical software stack (e.g., SAP, Hubspot, TMS, LMS). Beyond technology, you will own the sourcing strategy for all other corporate spend, ensuring we get the best value, manage risk, and maintain strict SAMA compliance. Key Responsibilities Build the Procurement Function: Design, build, and implement Soar's entire procurement framework from scratch, including purchase-to-pay (P2P) processes, vendor onboarding, and corporate purchasing policies. Strategic Tech Sourcing: Lead the end-to-end sourcing, RFI/RFP, and commercial/contract negotiations for all enterprise software, cloud services, and technology implementation partners. Indirect & General Procurement: Manage the sourcing strategy for all other indirect spend, including professional services, marketing, HR benefits, IT hardware, and travel, consolidating spend and driving cost savings. Contract & Vendor Management: Own the contract lifecycle management process. Partner with Legal to draft and negotiate favorable terms, and develop a framework for managing key vendor relationships and performance. Risk & Compliance: Embed risk and compliance into the procurement process, ensuring all third-party vendor engagements adhere to SAMA regulations and our internal cybersecurity standards. Qualifications & Skills 8-10+ years of progressive procurement experience, with a proven track record of building a procurement function from the ground up in a high-growth, fast-paced environment. Deep Tech & SaaS Procurement Expertise: Required, hands-on experience negotiating complex, high-value contracts with major enterprise software vendors (e.g., SAP, CRM) and implementation partners. Broad Indirect Sourcing: Demonstrated experience managing a wide range of indirect procurement categories (e.g., professional services, marketing, IT hardware, benefits). Regional & Regulatory Knowledge: Direct experience in the Saudi Arabia market is essential. Strong understanding of SAMA regulations and their application to third-party risk management. Process & Systems Experience: Hands-on experience implementing or managing procure-to-pay (P2P) systems and establishing scalable procurement policies. Desirable Skills Experience in the banking or fintech sector is highly preferred. Professional procurement certification (e.g., CIPS, CPSM).
