ABOUT THE DEPARTMENT

The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.

DESIRABLE QUALIFICATIONS AND EXPERIENCE

Required: Demonstrable experience managing statewide programs of works related to energy, renewables, and/or complex infrastructure works or environmental developments.
Desirable: Relevant tertiary qualification, certifications and/or substantial experience in project management, procurement, data management, contract administration, environmental engineering or law, energy efficiency, and infrastructure.

The key accountabilities for the Project Officer are to:

  • Identifies and responds to customer requirements. Uses understanding of stakeholders’ context to tailor programs and ensure program outcomes are delivered. Effectively manages risks to service delivery.
  • Translates strategies into programs or projects that actively enable the achievement of outcomes. Defines the governance (e.g., success measures, roles and responsibilities, progress monitoring) required to manage risks and maximise success.
  • Partners with stakeholders to collaborate program design process, to best understand user needs, obtain ideas, insights, and input. Ensures decisions are made within agreed timelines.
  • Ensures day to day planning and work processes are in line with team strategy. Identifies and develops own and team objectives linking strategies to actions to achieve these.
  • Aligns work activities with operational plans and departmental values and goals through effective people management and role modelling. Allocates tasks in line with roles defined.
  • Iidentifies, coordinates and produces high quality reporting and written communication which supports effective decision-making by VSBA Executive, the Department and Government.
  • Analyses data to articulate trends, provide rationale for variances and develop recommendations for embedding insights from analysis to drive action.
  • Promotes a culture of collaboration. Identifies and works to overcome barriers to knowledge or information sharing. Identifies opportunities to work with other teams to deliver outcomes.
  • Improves others’ skills and talents by providing knowledge, constructive feedback, coaching and learning opportunities. Consistently develops team capability and recognises and develops potential in others
Responsibilities

ABOUT THE ROLE

An exciting opportunity exists for the right candidate to join the Sustainability and Environment Unit (SEU) in the Asset Management Branch as a Senior Program Advisor until 30 September 2028 on a full time basis, noting that this role is expected to attend the VSBA’s CBD office location predominantly.

The Senior Program Advisor will have a resilient and proactive mindset, that is able to inspire and lead by example, as well capable of working with a high degree of autonomy and collaboratively to

  • Maintain a clear overview and control of programs under the business unit, keeping high quality records, reports and establishing clear communication across customers and stakeholders.
  • Establish efficient negotiations with stakeholders, keeping a healthy and productive relationship with all parties.
  • Plan, draft, and implement required business and actions plan in line with established key priorities, needs and expectations, including allocation of resources required to meet agreed goals.
  • Manages the full life cycle of programs in line with the established scope, quality and budgets under each program.
  • Lead continuous improvement across work processes and team culture.
  • Ensure compliance with applicable ministerial directions and operational goals.
  • Contribute to the implementation of assurance program outcomes and approved recommendations.
