Description Cogent Security Consulting LLC is seeking a highly experienced Senior Program Analyst to provide expert technical and programmatic support to the U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Office of Nonproliferation and Arms Control (NPAC/NA-24). This critical, senior-level position will primarily serve the Office of Civil Nuclear Cooperation and Engagement (NA-244) in Washington, D.C. The NPAC/NA-24 mission is to facilitate legitimate nuclear cooperation while strengthening global efforts to detect and prevent the illicit and inadvertent transfer of weapons of mass destruction (WMD)-related materials, equipment, and technology. The successful candidate will work closely with the Program Leads for NA-244’s two core sub-programs: Civil Nuclear Cooperation (CNC) and Nonproliferation Innovation and Multilateral Engagement (NI&ME). Key Responsibilities The Program Analyst will function as a Program Manager, working with the NI&ME and CNC Program Leads, and will be responsible for complex strategic and programmatic execution, including: Senior Advisory Role: Advise senior leadership within NNSA on complex security dynamics and crisis mitigation strategies in regions such as South Asia and other areas of nuclear proliferation concern. Regional Program Management: Support the full implementation lifecycle of NPAC’s Regional Analysis and Engagement (RA&E) program, utilizing expert knowledge of both U.S. Government and non-governmental organization communities to develop and execute regional security and stability initiatives. Programmatic Oversight: Provide direct administrative and financial oversight for RA&E projects by drafting project plans, schedules, and budgets. This includes: Guiding the work of more junior project management specialists. Administering the project budget and schedule, and directly executing complex technical tasks as necessary. Reviewing interim and final deliverables and arranging for independent quality assurance/quality control. Maintaining ongoing contact with clients, including overseeing the funding and work of DOE/NNSA National Laboratory and other contractors supporting RA&E. International Nuclear Policy (123 Agreements): Support the CNC Team Lead and 123 Program Manager in NA-244’s participation in State Department-led negotiations of agreements for peaceful nuclear cooperation (“123 Agreements”) and their subsequent implementation. Stakeholder Coordination: Under the direction of NA-24 and NA-244 leadership, communicate and coordinate programmatic efforts with internal NNSA stakeholders and external interagency partners, including the Departments of State and War, and the Intelligence Community, to foster collaborative relationships. Requirements MINIMUM REQUIREMENTS Master’s Degree with minimum ten (10) years’ professional experience in international affairs, international development, national security, and/or related fields. Holds a current and active TS//SCI Clearance, Eligible for Q Superior communication, organizational, interpersonal, and writing skills. Ability to engage with international and USG interagency counterparts on technical and nonproliferation topics Proven project and/or program management skills. Full-time in-person support in Washington, DC DESIRED KNOWLEDGE, SKILLS, AND ABILITIES Experience with South and Southeast Asia Experience coordinating within the U.S. interagency Experience briefing senior principals on complex foreign affairs and national security issues
